上虞供电公司供电所服务导向型绩效管理研究

【摘要】:伴随新一轮电力体制改革的逐步深入,售电侧市场竞争将不断放开和激烈,供电所作为电网企业对外服务的最前端,它的服务能力提升需求也更加迫切。在这样的形势下,供电所如何通过绩效管理,提升外部服务能力、内部服务协调,给电网企业的管理提出了新的机遇和挑战。针对供电所开展的绩效管理研究还不是很普遍,相反国家电网公司层面的绩效管理已经经历了几个阶段,县级供电公司作为供电所直接管理上级,已经认识到要以服务赢得电力市场,必须关注以此为前提的供电所绩效管理优化。本文以企业绩效管理相关理论基础为指导,通过理论分析和实践研究,结合上虞供电公司供电所绩效管理体系的服务导向性,深入研究构建和应用情况。首先,介绍了供电所绩效管理在国内外的研究现状,详细阐述了国有企业和战略目标相关的绩效管理理论。其次,结合供电所管理和绩效管理现状,诊断出上虞供电公司供电所绩效管理的问题。再次,在上虞供电公司供电所战略目标和组织文化的基础上,确立了供电所绩效管理的服务导向,形成了绩效管理体系构建的思路。并以上虞供电公司供电所绩效管理体系为研究实例,根据构建模型,研究具体应用的服务导向型绩效管理体系指标设计、指标体系构成、管理运作、组织体系建立、评价结果应用等方面。最后,从供电所绩效管理深化实施保障的公司文化、组织架构和绩效管理责任体系出发,有效的促进供电所绩效提升,从而推动组织战略目标的实现。
[Abstract]:With the deepening of the new round of electric power system reform, the market competition on the power sale side will be open and fierce constantly. As the front end of the external service of power grid enterprises, it is more urgent for the power supply station to improve its service ability. In such a situation, how to improve the external service capacity and internal service coordination of power supply stations through performance management, which brings new opportunities and challenges to the management of power grid enterprises. On the contrary, the performance management of the State Grid Company has gone through several stages, the county power supply company as the direct management superior of the power supply station, the research on performance management of the power supply station is not very common, on the contrary, the performance management of the State Grid Company has gone through several stages. It has been recognized that in order to win the electricity market by service, we must pay attention to the optimization of power supply station performance management. Under the guidance of relevant theories of enterprise performance management, through theoretical analysis and practical research, combined with the service-oriented performance management system of Shangyu Power supply Company, this paper studies the construction and application of the performance management system in Shangyu Power supply Company. Firstly, this paper introduces the research status of power supply station performance management at home and abroad, and elaborates the performance management theory related to state-owned enterprises and strategic objectives. Secondly, according to the current situation of power supply management and performance management, the performance management of Shangyu power supply company is diagnosed. Thirdly, on the basis of the strategic objectives and organizational culture of Shangyu power supply company, the service orientation of power supply station performance management is established and the train of thought of constructing performance management system is formed. Taking the performance management system of power supply station of Shangyu Power supply Company as an example, according to the construction model, the index design, index system constitution, management operation and organization system establishment of service-oriented performance management system are studied. Application of evaluation results. Finally, starting from the company culture, organizational structure and performance management responsibility system of power supply station performance management, it can effectively promote the performance improvement of power supply station and promote the realization of the strategic goal of the organization.
