地方政府教育政策执行力评估研究
[Abstract]:The implementation of education policy is the central link in which the goal of education policy is transformed into the reality of education policy, and the effect of education implementation is directly affected by the strength of execution. Therefore, the evaluation of the implementation of education policy of local government is a necessary and important policy process stage. The study on the evaluation of the implementation of local government education policy can not only further improve the policy theory, but also contribute to the improvement of local government efficiency and the development of education in practice. On the basis of the research and reference on the evaluation index of public policy, enterprise policy and personnel performance, in order to improve the executive power of educational policy, this thesis initially constructs the evaluation index system of local government's educational policy execution, designs the evaluation index with executive ability, strength and validity as the two-level evaluation index, deepens and refines the three-level index, and determines the weight of the evaluation index at the same time. The reliability and validity of the evaluation are tested. Finally, the implementation strategy of the evaluation of the implementation of local government education policy is discussed by empirical research. This study will make a systematic and in-depth discussion on the evaluation system of local government education policy implementation from the following four aspects. The first part is the introduction. The background, significance, purpose and content of the topic are summarized. This paper also combs and summarizes the research on the connotation of policy implementation and the evaluation index of policy implementation at home and abroad. The ideas and methods of this study are pointed out. In the second part, the related concepts of the evaluation system of local government educational policy implementation are expounded in detail, and the advantages and disadvantages of evaluating the executive power and their participation in the evaluation are analyzed, and the organizational theory and the theoretical basis of the policy process of this study are cited. The third part is the difficulty and innovation of this study, systematically discusses the principles of the construction of the evaluation index system of local government education policy implementation, the value orientation and the design of the index, adopts the questionnaire survey method, uses SPSS21 to analyze the survey data, determines the weight of each level index and tests the evaluation index is credible and effective. The fourth part systematically discusses the implementation process of local government education policy implementation evaluation, that is, the complete and dynamic process of planning, operation and feedback, and selects Jiaozuo X District as an example to evaluate the implementation of the nearest admission policy. The fifth part is the conclusion, which summarizes the key points, difficulties and innovations of this study, and reflects on the shortcomings.
