无缝隙政府理论视角下移动政务的应用研究

【摘要】：随着信息通讯技术和网络技术的融合与发展,传统的电子政务并不能满足现代政府管理的需要,移动政务作为一种提供公共服务的新途径应运而生。移动政务不只是电子政务在移动技术与终端上的延伸,还是搭建企业、公民与政府沟通的桥梁。它继承了电子政务的优势,打破了电子政务的地域局限,降低行政成本,为企业和公民提供高效快捷、个性化的服务,提高公民意识,增加政府透明度,预防腐败,让信息资源得到共享。本文研究分为五个部分：第一部分绪论,说明论文研究的背景与意义、国内外研究现状、研究的思路与方法、研究框架与论文可能的创新之处,明确当前研究的局限性及存在的问题；第二部分通过对一些理论(如：政府再造理论、无缝隙政府理论、客户关系理论)的阐释来证明移动政务具备一定的发展基础；第三部分分析了我国移动政务的应用现状,通过问卷调查,SPSS19.0的分析来找出当今政府在建设中存在的不足,指出政府在不断发展中面临的基本问题；第四部分在无缝隙政府理论与公民关系管理的指导下提出建设移动政务的相关对策；第五部分对本文作了一个简短的总结,以及对未来移动政务的发展作出可能的前瞻性展望。本文采用文献分析法、网络问卷调查法、定性与定量分析相结合的方法、统计分析法等,从实证研究出发,找出公民与政府信息对接的缺口与重要性,从移动信息技术、移动政务平台、公民认知度与政府推广度等几个维度来分析对移动政务发展的影响。并打破从政府角度出发去看待移动政务的发展,转而从公民满意度、公民认识度的角度找出移动政务发展过程中影响其发展的因素,通过无缝隙政府理论弥补政府在公共管理与服务中存在的缝隙,找出与移动政务发展相吻合的路径,共同致力于构建新的公共管理模式,大力推动移动政务的发展,构建政府与公民之间的无缝隙。
[Abstract]:With the integration and development of information and communication technology and network technology, traditional e-government can not meet the needs of modern government management. As a new way to provide public services, mobile government emerged as the times require. Mobile government is not only the extension of e-government in mobile technology and terminal, but also the bridge between enterprises, citizens and government. It inherits the advantages of E-government, breaks the regional limitation of E-government, reduces administrative cost, provides efficient, fast and individualized service for enterprises and citizens, enhances citizen consciousness, increases government transparency, and prevents corruption. Let information resources be shared. This paper is divided into five parts: the first part is the introduction, which explains the background and significance of the research, the current research situation at home and abroad, the research ideas and methods, the research framework and the possible innovations of the paper. The second part explains some theories (such as government reengineering theory, seamless government theory, customer relationship theory) to prove that mobile government has a certain development foundation. The third part analyzes the application of mobile government in China, through the questionnaire survey SPSS 19.0 analysis to find out the shortcomings of the current government in the construction, pointed out that the government in the continuous development of the basic problems faced; In the fourth part, under the guidance of seamless government theory and citizen relationship management, the author puts forward the relevant countermeasures of building mobile government; the fifth part makes a brief summary of this paper, and makes a prospective outlook for the development of mobile government in the future. This article uses the literature analysis method, the network questionnaire survey method, the qualitative and the quantitative analysis union method, the statistical analysis method and so on, from the empirical research, finds out the citizen and the government information docking gap and the importance, from the mobile information technology, This paper analyzes the influence of mobile government platform, citizen awareness and government promotion on the development of mobile government. And from the perspective of the government to look at the development of mobile government, and from the perspective of citizen satisfaction, civic awareness to find out the development of mobile government in the process of influencing the development of factors, Through the seamless government theory to make up for the gap between the government in the public management and service, find out the path that is consistent with the development of mobile government, work together to build a new public management model, and vigorously promote the development of mobile government. Build a seamless relationship between government and citizens.
