武汉市技术先进型服务业发展的影响因子、创新能力和创新网络的实证研究

【摘要】:技术先进型服务业是一种高科技和知识含量的、支持科技制造企业加快发展的新型生产服务业态,是知识密集型服务业的高级形态。技术先进型服务业是指,与高科技制造业联系紧密,知识和技术含量高、辐射相关产业能力强且以科技中介和创新驱动为主要职责的现代生产性服务业。技术先进型服务业的主要服务对象是具有一定发展速度或发展潜力的高技术制造企业,其区域辐射范围较广、驱动地区发展和产业升级的能力较强。因此技术先进型服务业对实践创新驱动发展战略、升级换代产业结构、提高产业附加值和竞争力、改善高技术企业生态环境、加快建设创新型国家具有重要意义。通过选取武汉市的生物、医疗、通信、光电子等技术先进型服务组织,开展大规模的随机等比抽样调查,共回收有效样本502份。针对样本提供的技术先进型服务业的影响因子、创新能力和创新网络的相关信息进行数据统计分析。根据技术先进型服务业本身的发展实况和国内外研究文献结论,本文设定技术先进型服务组织的内部规划、资金投入、雇员素质能力、创新网络等4项为一级指标,结合16项主要的二级指标建立技术先进型服务业发展的影响因子指标体系。统计结果显示,技术先进型服务组织的四个影响因子都对组织发展产生不同程度的影响,其中组织内部建构及雇员素质能力的影响非常显著。对于技术先进型服务组织来说,组织创新的核心力量体现在其创新能力方面。这些能力可以帮助科技服务组织迅速开拓市场、不断推陈出新领先市场且获得忠诚的客户群。具体而言,技术先进型服务组织的创新能力包括:规划与管理能力、沟通与协同能力、学习与消化能力。统计结果显示,创新规划和管理能力对科研创新成果、部门协作及利用创新资源等发挥显著影响;创新沟通与协同能力对雇员素质、客户关系、网络互利共享等发挥显著影响;创新学习与消化能力对抵御外部风险、雇员识别能力及资源吸收等发挥显著影响。技术先进型服务组织的创新网络构成主体有科技研究中介机构、合作企业、高科技制造业、政府(或地方政府)、大学(或大学研究中心)以及其他高科技服务企业。这些主体或通过科技研发、或通过服务外包、或通过上下游供应链的关系进行联合创新,形成了一个庞大的共同创新集团。统计结果显示,网络成员的密切互动对技术先进型服务组织的创新产出及政策和资金扶持有显著影响;网络资源共享也对技术先进型服务组织的创新产出和发明专利数量有显著影响;创新网络的开放性对知识技术共享、协同创新以及研究成果升级换代有显著影响。目前中国技术先进型服务业的发展周期不长,许多深度特征和规律还未凸显出来,需要加大实证研究的比例和规模,同时还需要对相关发展政策进行深入的跟踪研究。
[Abstract]:The technologically advanced service industry is a kind of high technology and knowledge content, which supports the rapid development of science and technology manufacturing enterprises. It is a new type of production service industry, and it is the advanced form of knowledge-intensive service industry. Advanced technology service industry refers to the modern producer service industry which is closely connected with high-tech manufacturing industry, has high knowledge and technology content, has strong radiation related industry ability and is mainly responsible for science and technology intermediary and innovation drive. The main service objects of technologically advanced service industry are high-tech manufacturing enterprises with certain development speed or potential. Their regional radiation range is wider and the ability of driving regional development and industrial upgrading is stronger. Therefore, it is of great significance to practice innovation-driven development strategy, upgrade the industrial structure, improve the added value and competitiveness of industry, improve the ecological environment of high-tech enterprises, and accelerate the construction of an innovative country. Through selecting advanced service organizations of biology, medical treatment, communication, optoelectronics and so on in Wuhan, a large scale random equiratio sampling survey was carried out, and 502 valid samples were recovered. This paper makes statistical analysis on the influence factors, innovation ability and relevant information of the technological advanced service industry provided by the sample. According to the development of technologically advanced service industry itself and the conclusion of domestic and foreign research literature, this paper sets four items of internal planning, capital investment, employee quality and ability, innovation network, etc. Combined with 16 main secondary indexes, the index system of influencing factors for the development of technologically advanced service industry was established. The statistical results show that the four influencing factors of technologically advanced service organizations have a different degree of influence on the development of the organization, among which the internal construction of the organization and the quality and ability of employees are very significant. For the technical advanced service organization, the core force of organizational innovation is its innovation ability. These capabilities can help tech service organizations to quickly open up markets, constantly introducing new and leading markets and gaining loyal customer base. Specifically, the innovative capabilities of technologically advanced service organizations include planning and management, communication and synergy, learning and digestion. The statistical results show that innovation planning and management ability play a significant role in scientific research and innovation achievements, departmental collaboration and utilization of innovative resources, innovation communication and coordination ability play a significant role in employee quality, customer relationship, network mutually beneficial sharing and so on. Innovative learning and digestion play a significant role in resisting external risks, employee identification and resource absorption. The innovation network of technologically advanced service organizations consists of technology research intermediary organizations, cooperative enterprises, high-tech manufacturing enterprises, government (or local governments), universities (or university research centers) and other high-tech service enterprises. These agents have formed a large joint innovation group through scientific research, service outsourcing, or joint innovation through upstream and downstream supply chain relationships. The statistical results show that the close interaction of network members has a significant impact on the innovation output, policy and financial support of technologically advanced service organizations. The sharing of network resources also has a significant impact on the number of innovation output and invention patents of technologically advanced service organizations, and the openness of innovation networks has a significant impact on the sharing of knowledge and technology, collaborative innovation and the upgrading of research results. At present, the development cycle of China's technologically advanced service industry is not long, many depth characteristics and laws have not been highlighted yet, it is necessary to increase the proportion and scale of empirical research, and also need to conduct in-depth research on relevant development policies.
