广东省科技数字资源服务三农途径探讨

【摘要】：高效地农业生产直接影响着农民的经济利益,农业科技数字资源服务体系对农业和农村的经济起到了相当重要的作用,为农业生产提供全方位的信息资源服务。目前,在新农村建设进程中,农民对知识和信息有着迫切的需求,探讨数字资源服务新农村的模式是十分有必要的。本文采用了文献检索、调研及案例分析等方法分析了当前广东农业科技数字资源服务三农的现状及存在问题,并结合个案项目展开科技信息资源与产业发展无缝对接,探讨了四种模式。广东农业科技数字资源服务三农存在着网络信息量太大导致农民无法辨识有用的数字资源；拥有农业数字资源的涉农单位与基层联系及服务甚少；政府对数字服务三农问题的重视程度影响着经费的需求等多个问题。第一种模式是与基层的科技推广中心合作是以柑桔为主导品种来进行数字资源服务的,探讨时主要以如何提高产量等几方面的信息资源进行搜集整理,实施后效果十分显著,产量得到大幅度提高。第二种模式是与郁南黄皮专业镇的合作,因针对的只有一种较大的产业,数字资源的搜索与查找具有对象相对集中等优点。但由于农户比较分散,在进行信息传递服务中存在一定困难。第三种模式是与以荔枝为主的农民经济合作社进行合作,合作社本身对产后的销售相当有经验,应把数字资源服务重点放在产前和产中,主要以提高农产品的产量和质量为主。第四种模式是与白云区各重点产业区的合作,整个片区农业产业存在多样化,在数字资源收集方面相对烦锁,信息量和工作量较大；而在建立专家团队方面也需面面俱到,更好地为各产业服务。
[Abstract]:Efficient agricultural production directly affects the economic interests of farmers. The digital resource service system of agricultural science and technology plays a very important role in agriculture and rural economy. At present, in the process of new rural construction, farmers have an urgent need for knowledge and information, so it is necessary to explore the mode of digital resources serving the new countryside. This paper uses the methods of literature retrieval, investigation and case analysis to analyze the current situation and existing problems of agricultural science and technology digital resources service in Guangdong. And combined with the case of scientific and technological information resources and industrial development seamless docking. This paper discusses four modes. There is too much network information for farmers to identify useful digital resources in Guangdong agricultural science and technology digital resources service. Agricultural units with agricultural digital resources have little contact and service with grass-roots units; The government's attention to the issue of agriculture, rural areas and farmers affects the demand for funds and so on. The first model is to cooperate with the grass-roots science and technology extension center is to use citrus as the dominant variety to carry on the digital resource service, when the discussion mainly carries on the collection and arrangement with how to increase the output and so on several aspects information resources. After the implementation of the effect is very significant, the output has been greatly improved. The second mode is the cooperation with Huang Pei specialized town in Yu Nan, because of only one kind of larger industry, the search and search of digital resources have the advantage of relatively concentrated objects, but the farmers are more dispersed. There are some difficulties in information transmission service. The third model is to cooperate with farmers' economic cooperatives, which are mainly litchi. Cooperatives themselves are quite experienced in postpartum sales, and digital resource services should be focused on prenatal and production services. Mainly to improve the output and quality of agricultural products. The 4th modes are cooperation with the key industrial districts in Baiyun District. The agricultural industry in the whole area is diversified, the collection of digital resources is relatively troublesome, and the amount of information and workload is large. But in the establishment expert team aspect also needs to have everything, better serves for each industry.
