军工科研单位物资采购管理信息化思考与实践

【摘要】:物资采购管理作为供应链管理中的重要节点,是企业管理的重要组成部分。中物院作为科研事业单位,物资采购管理一直采用传统的手工作业模式进行。随着采购量的不断增加,以及从业人员的不断减少,中物院物资采购人员的工作量急剧增加,服务质量受到影响,物资采购管理手段急需得到提升。 纵观中物院物资采购管理全过程,主要存在如下几方面的问题与不足:一是采购业务工作效率低下;二是传统的模式下信息反馈的瓶颈无法突破;三是资源利用率低;四是采购操作的规范性不够;五是统计工作无法适应各科研所的个性化需求;六是院管理部门无法有效地实施采购管理。 以上问题在较大程度上制约着中物院的发展,要实现自身突破,迫切需要对存在的问题进行解决。经过对现状的分析,认为当前推行采购管理信息化是最佳途径,主要原因:一是提升物资采购保障能力的需要;二是院战略目标实现和院“十二五”信息化建设的需要;三是构建“廉洁物资采购体系”的需要;四是物资部可持续快速发展的需要。 中物院采购管理信息化的总体目标是:以院政府采购相关要求为主线,开发一套集采购计划管理、采购过程管理和监督、采购信息处理和传递以及供应商管理的软件平台,为最终形成覆盖全院的物资集中采购信息化管理系统奠定基础。以高效保障院内科研生产用物资引进需要为宗旨,规范内、外贸物资采供作业流程,提高物资采供作业效率;实现与科研生产单位、财务的信息共享和业务协同处理,保证科研生产用物资从申请、采购、结算、调拨各环节的高效流转,并在此过程中规范各环节业务流程,实现各环节信息的一致对称。 针对上述建设目标,本文对中物院采购管理信息化建设的整体框架和推进计划进行了阐述,并从硬件条件、应用系统开发、后续功能开发等三个方面详细分析了信息化建设的技术途径。同时,为了说明信息化建设的可行性,本文还对采购管理信息化建设所具备的优势和可能存在的风险进行了分析,并针对风险制定了对策。 中物院采购管理信息化建设主要包括六大模块:采购计划管理、供应商管理、内贸管理、外贸管理、政府采购网、统计分析。本文针对各模块的不同特性,分别制定相应的解决方案。
[Abstract]:As an important node in supply chain management, material purchasing management is an important part of enterprise management. The management of material procurement has been carried out in the traditional manual operation mode. With the increase of procurement volume and the decrease of the number of employees, the workload of the procurement staff of the Central Institute of Materiel and property has increased dramatically, and the quality of service has been affected. Material procurement management means need to be upgraded. Throughout the whole process of material purchase management, the main problems and shortcomings are as follows: first, the procurement work efficiency is low; second, the bottleneck of information feedback can not be broken through in the traditional mode; third, the low utilization rate of resources; Fourth, the standardization of procurement operation is not enough; fifth, the statistical work can not adapt to the individual needs of each scientific research institute; sixthly, the management department of the institute can not effectively implement the procurement management. In order to achieve its own breakthrough, it is urgent to solve the existing problems. Through the analysis of the present situation, it is considered that the best way is to carry out the procurement management informatization. The main reasons are as follows: first, the need to improve the ability of material procurement support; second, the need to realize the strategic goal of the hospital and the "12th Five-Year Plan" information construction of the hospital; third, the need to build a "clean material procurement system"; Fourth, the need for sustainable and rapid development of the Ministry of Finance. The overall goal of the procurement management information system is to develop a software platform for purchasing plan management, procurement process management and supervision, procurement information processing and transmission, and supplier management based on the related requirements of government procurement. It lays a foundation for the formation of the information management system of centralized procurement of materials covering the whole hospital. The purpose of this system is to ensure the import of materials for scientific research and production in the hospital efficiently, and to standardize the operation flow of collecting and supplying materials for foreign trade in order to improve the efficiency of the collection and supply of materials. To realize the sharing of financial information and business cooperation with scientific research and production units, to ensure the efficient circulation of materials for scientific research and production from application, purchase, settlement and allocation, and to standardize the business processes of each link in the process, Realize the uniform symmetry of each link information. In view of the above construction objectives, this paper expounds the overall framework and the promotion plan of the procurement management information construction of the Central Institute of property, and develops the application system from the hardware conditions. At the same time, in order to explain the feasibility of informatization construction, this paper also analyzes the advantages and possible risks of procurement management informatization construction. And against the risk of the development of countermeasures. The informatization construction of procurement management in China property Institute mainly includes six modules: procurement planning management, supplier management, domestic trade management, foreign trade management, government procurement network, statistical analysis. Work out the corresponding solution separately.
