多中心治理视角下泉州市科技馆管理模式研究

【摘要】：本文采用多中心治理的理论来研究泉州市科技馆的管理模式。多中心治理理论核心是在公共事务管理主体中，除政府外，引入企业、非营利组织等，形成多中心治理的复合主体，以实现公民利益最大化和公民多样化的需求为目标，以市场运营机制、公众参与为辅助手段，，实现公用事务多元化供给的复合管理模式。本文针对泉州市科技馆及我国大部分科技馆运行和管理中存在的问题和原因，以多中心治理的角度，研究科技馆管理模式的问题。提出泉州市科技馆的管理模式改革的对策建议：明确科技馆不同种类公共服务的供给主体；科技馆的管理决策过程引入企业和非营利组织；完善科技馆公共服务的监督机制；建立科技馆服务绩效评估机制。
[Abstract]:This paper studies the management mode of Quanzhou Science and Technology Museum by using the theory of multi-center governance. The core of the theory of polycentric governance is to introduce enterprises and non-profit organizations into the main body of public affairs management in order to realize the maximization of citizens' interests and the diversified needs of citizens. Taking the market operation mechanism and public participation as the auxiliary means, the complex management mode of diversified supply of public affairs is realized. In view of the problems and reasons existing in the operation and management of the Science and Technology Museum in Quanzhou City and most of the science and technology museums in China, this paper studies the management mode of the science and technology museum from the perspective of multi-center governance. This paper puts forward the countermeasures and suggestions for the reform of the management mode of Quanzhou Science and Technology Museum: defining the main supply of different kinds of public services of the Science and Technology Museum, introducing enterprises and non-profit organizations into the management decision-making process of the Science and Technology Museum, perfecting the supervision mechanism of the public service of the Science and Technology Museum; Establish service performance evaluation mechanism of science and technology museum.
