基于统筹科技资源改革的陕西科技创新政策体系研究

【摘要】：2009年国务院批准实施的《关中-天水经济区发展规划》,提出要在关中-天水经济区建设“统筹科技资源改革示范基地”,这是在新的历史发展阶段,国家赋予陕西的一项重要任务。科学技术是促进经济发展的核心要素,也是提高经济质量的重要手段。科技政策法规作为发展科学和利用科学技术促进经济和社会发展的重要保障,已成为政府有效的管理措施和公共政策的重要组成部分。统筹科技资源改革示范基地建设的目的是为了把陕西丰富但处于分散、分割、分离状态的科技资源统筹起来,在推进产学研一体化、军民科技互动发展、中央与地方科技资源共享上进行创新,为建设创新型区域乃至创新型国家探索新路径。在陕西省科技创新政策的实施中,关中-天水经济区统筹科技资源改革示范基地建设是一项重要内容,也是陕西省近期科技创新工作的突破点。该项工作将通过统筹科技资源,变科技大省为科技强省,带动西部创新发展,在自主创新和区域创新体系建设方面取得新的突破。本文将在分析陕西现有自主创新政策体系的基础上,立足统筹科技资源改革大背景,借鉴国内外科技创新政策的经验,提出建立基于科技资源统筹改革的科技创新政策体系的对策建议。
[Abstract]:In 2009, the State Council approved the implementation of the "Guanzhong-Tianshui Economic Zone Development Plan," proposing to build a "demonstration base for overall scientific and technological resources reform" in the Guanzhong-Tianshui Economic Zone, which is in a new historical stage of development. The state gives Shaanxi an important task. Science and technology is the core factor to promote economic development, and also an important means to improve economic quality. As an important guarantee for the development of science and technology and the use of science and technology to promote economic and social development, the policies and regulations of science and technology have become an important part of the effective management measures and public policies of the government. The purpose of coordinating the construction of the demonstration base for the reform of scientific and technological resources is to co-ordinate the scientific and technological resources of Shaanxi, which are rich but in a decentralized, divided and separated state, and to promote the integration of production, education and research, and the interactive development of science and technology between the military and the people. The sharing of scientific and technological resources between the central and local governments should be innovated in order to explore a new path for the construction of innovative regions and even innovative countries. In the implementation of the policy of scientific and technological innovation in Shaanxi Province, the construction of a demonstration base for the reform of scientific and technological resources in Guanzhong Tianshui Economic Zone is an important content and a breakthrough point in the recent work of scientific and technological innovation in Shaanxi Province. This work will make a breakthrough in independent innovation and the construction of regional innovation system by coordinating scientific and technological resources, transforming a large province of science and technology into a strong province of science and technology, driving innovation and development in the western region. On the basis of analyzing the existing policy system of independent innovation in Shaanxi, this paper will base itself on the background of the overall reform of science and technology resources, and draw lessons from the experience of domestic and foreign scientific and technological innovation policies. The countermeasures and suggestions for establishing the policy system of scientific and technological innovation based on the overall reform of science and technology resources are put forward.
