美国、英国、日本的公共科研机构信息公开政策综述

【摘要】：由于高新科技对生产生活和经济发展的影响不断深入,科研机构信息公开已经成为科研活动和创新创业的迫切要求和必然趋势。相关政策及实践因此受到学术界以及各国政府的广泛关注。通过对英国、美国、日本的科研机构信息公开政策开展整理与分析,揭示其发展历程和理论支撑,解析其政策体系和实践特点,归纳各国政策实践经验和管理措施,为我国公共科研机构信息公开政策的建设与改进提供借鉴,最终为推动我国公共科研机构信息公开提供决策支持。
[Abstract]:Due to the deep influence of high and new technology on production and life and economic development, information disclosure of scientific research institutions has become an urgent requirement and inevitable trend of scientific research activities and innovation and entrepreneurship. As a result, the relevant policies and practices have attracted extensive attention from the academic community and the governments of various countries. Through sorting out and analyzing the information disclosure policies of scientific research institutions in Britain, the United States and Japan, this paper reveals its development course and theoretical support, analyzes its policy system and characteristics, and sums up the practical experience and management measures of various countries. It provides reference for the construction and improvement of information disclosure policy of public scientific research institutions in China, and finally provides decision support for the promotion of information disclosure in public scientific research institutions in China.
