广东省政府在产学研合作中的作用

【摘要】：产学研合作优化社会资源配置，是推动科技与经济联合的纽带。在政府的支持和积极引导下，产学研合作模式在我国得以兴起，，并在很多省市尤其是沿海地区取得了很大的成功，这为提高我国企业的综合竞争力提供了有力保障。广东省作为中国发展最快的区域之一，产学研合作起步较早，在经历了发展初期的酝酿后，其产学研合作也朝着规模越来越大、机制越来越灵活的方向发展。目前，广东省的产学研合作已形成一套相当完备的合作模式和体系，硕果累累。但不可忽视的是，仍有若干现实问题存在于产学研合作中。本文探讨的问题在于，在产学研合作中，广东省政府起到什么样的作用？在中国特有的国情下，政府应当扮演什么样的角色？本文遵循理论联系实际的分析方法来探讨这些问题。本论文首先概述了研究背景和意义，并对产学研合作的内涵及其各要素、以及产学研合作中的三重螺旋理论进行详细阐述。其次是探究如何发挥广东省政府在产学研合作中的效用。概述广东省产学研合作情况；明确广东省政府在产学研合作中的作用，包括宏观引导作用、协调作用、支持和促进作用、监察和管理作用，并就这四方面细述了广东省政府在产学研合作中目前发挥的作用；然后针对广东省产学研合作现存的一些问题，对美国、韩国、以色列、丹麦的政府在产学研合作中的作用进行分析并加以借鉴，从而提出了广东省政府推进产学研合作的一些校正措施和建议。
[Abstract]:The cooperation of industry, university and research to optimize the allocation of social resources is the link to promote the combination of science and technology and economy. With the support and active guidance of the government, the mode of industry-university-research cooperation has emerged in China, and has achieved great success in many provinces and cities, especially in coastal areas, which provides a strong guarantee for improving the comprehensive competitiveness of Chinese enterprises. As one of the fastest-growing regions in China, the cooperation between industry, university and research started early in Guangdong province. After the initial development, the cooperation of industry, education and research is also developing towards the direction of larger scale and more flexible mechanism. At present, the cooperation of industry, university and research in Guangdong Province has formed a set of quite complete cooperation mode and system, fruitful. However, it can not be ignored that there are still some practical problems in the cooperation of industry, university and research. The question discussed in this paper is: what role does the Guangdong Provincial Government play in the cooperation between industry, university and research? What role should the government play in China's unique national conditions? This paper follows the analytical method of combining theory with practice to discuss these problems. This paper first summarizes the research background and significance, and describes in detail the connotation and elements of industry-university-research cooperation, as well as the triple helix theory in industry-university-research cooperation. The second is to explore how to play the role of Guangdong Provincial Government in the cooperation between industry, education and research. Summarizing the situation of industrial, academic and research cooperation in Guangdong Province, clarifying the role of the Guangdong Provincial Government in the cooperation of industry, education and research, including the role of macro guidance, coordination, support and promotion, supervision and management, And on these four aspects, the role played by the Guangdong Provincial Government in the cooperation between industry, education and research is described in detail. Then, in view of some existing problems in the cooperation between industry, education and research in Guangdong Province, the United States, South Korea, Israel, The role of the Danish government in the cooperation between industry, university and research is analyzed and used for reference, and some correction measures and suggestions for the Guangdong provincial government to promote the cooperation between industry, university and research are put forward.
