创新型青年科技人才科技成果转化能力培养机制研究

【摘要】:经济与社会的发展依靠科学技术进步,科学技术的进步又依赖于科技成果转化。目前我国科技成果转化率低下、科技人才成果转化力不足,为加速我国科技成果向现实生产力转化的进程,提升人才的科技成果转化能力就显得尤为重要。创新型青年科技人才作为我国人才队伍的中坚力量,对我国科技发展和社会进步有着重大影响作用,因此创新型青年科技人才的科技成果转化能力培养工作是我国目前的战略重任。目前,在创新型青年科技人才的研究中,学者们主要是针对人才的科研能力、创新能力等进行素质模型及培养体系构建;在科技成果转化相关研究中,学者们主要关注技术创新人才、专业技术转移人才的能力评价指标体系构建,鲜有文献涉及创新型青年科技人才科技成果转化能力的培养机制构建。为深入研究这个问题,本文通过文献分析、深度访谈、政策法规研读、问卷调查等方法,界定了创新型青年科技人才科技成果转化能力的概念,结合隶属度分析确定科技成果转化能力构成要素及培养影响因素的指标体系。根据构成要素及培养影响因素的内在关联性,构建了科技成果转化能力培养机制模型,并提出研究假设,在确保问卷质量的基础上,运用SEM进行了假设检验过程,验证了能力培养影响因素对能力的影响路径及影响力大小问题,得出在创新型青年科技人才科技成果转化能力培养过程中,国家、单位、社会及个体发挥了不同程度的正向促进作用,并根据实证结论在系统论视角下提出:“建立健全国家政策保障体制,优化完善单位支持机制,建立与优化社会文化引领机制,继续完善个体驱动机制”的培养机制优化对策。本文用假设验证的方法分析了创新型青年科技人才科技成果转化能力的培养效果问题,并在系统论的视角下优化了培养机制,为科技成果转化能力培养提供了理论依据和实践参考。
[Abstract]:The development of economy and society depends on the progress of science and technology, and the progress of science and technology depends on the transformation of scientific and technological achievements. At present, the transformation rate of scientific and technological achievements in our country is low, and the transformation ability of scientific and technological talents is insufficient. In order to accelerate the process of transforming scientific and technological achievements into real productive forces, it is particularly important to enhance the ability of transforming scientific and technological achievements of talents. As the backbone of China's talent force, innovative young scientific and technological talents play a significant role in the development of science and technology and social progress in China. Therefore, it is a strategic task for our country to cultivate the ability of transforming scientific and technological achievements of innovative young scientific and technological talents. At present, in the research of innovative young scientific and technological talents, scholars mainly aim at the quality model and training system construction of talents' scientific research ability and innovation ability, and in the relevant research on the transformation of scientific and technological achievements, Scholars mainly pay attention to the construction of the ability evaluation index system of the technical innovation talents and the professional technology transfer talents. There are few documents concerning the construction of the cultivation mechanism of the scientific and technological achievements transformation ability of the innovative young scientific and technological talents. In order to study this problem deeply, this paper defines the concept of the ability of transforming scientific and technological achievements of innovative young scientific and technological talents by means of literature analysis, in-depth interview, study of policies and regulations, questionnaire survey, etc. Based on the analysis of membership degree, the index system of transforming ability of scientific and technological achievements and influencing factors of cultivation is determined. According to the internal relationship between the elements and the influencing factors of cultivation, this paper constructs a model of the cultivation mechanism of the transformation ability of scientific and technological achievements, and puts forward the research hypotheses. On the basis of ensuring the quality of the questionnaire, the hypothesis testing process is carried out by using SEM. The paper verifies the influence path and influence of the influencing factors on ability, and draws the conclusion that, in the process of cultivating the ability of scientific and technological achievements of innovative young scientific and technological talents, the country and the unit, Society and individuals play a positive role in different degrees. According to the empirical conclusion, the author puts forward: "establish and perfect the national policy guarantee system, optimize and perfect the support mechanism of the unit, establish and optimize the social and cultural guidance mechanism." Continue to improve the individual-driven mechanism "cultivation mechanism optimization strategy." In this paper, we analyze the cultivation effect of scientific and technological achievements of innovative young scientific and technological talents by means of hypothesis verification, and optimize the training mechanism from the perspective of system theory. It provides theoretical basis and practical reference for the cultivation of transformation ability of scientific and technological achievements.
