【摘要】:本文以科学发展观为指导,按照吉林省科技发展规划要求,以市场需求为导向,紧密围绕提升科技创新能力,以营造优质科技创新环境为目标。本文通过研究吉林省科技创新环境的现状和水平,分析吉林省科技创新环境的优势和劣势及对科技创新环境进行评价,对吉林省已制订的科技创新环境政策进行分类,并对其实施效果进行分析,从而总结出吉林省科技创新环境政策实施过程中的症结。同时借鉴发达地区营造科技创新环境的成功经验,从而提出改善吉林省科技创新环境的对策与建议。 针对以往研究中对科技创新活动重内在研究轻外在环境研究,对某一特定问题研究多,而全面的、宏观的和综合的研究少,在研究方法上,定性的、规范的多,而定量的、实证的研究少的情况,本项研究具有以下特点: 1、在科技创新环境评价中,评价指标强调创新效果和注重资源流动变化,将静态与动态评价分析相结合,定性与定量评价相结合,改变单纯以评价分值得出评价结论的传统做法,通过综合分析,找出影响吉林省科技创新环境水平的主要因素,指出吉林省科技创新环境发展路径,以提升吉林省科技创新能力。 2、在广泛调研的基础上,对吉林省科技创新环境相关政策文件进行归集分类,对各类政策实施效果进行分析,弥补以往政策环境研究中总体研究过多,具体的分类研究过少,难以观测政策实施效果的研究方式的不足。 3、本论文通过最优化方法建立吉林省科技创主体优化目标函数,指出吉林省科技创新主体在各个约束条件下的最优情况,以此证明最优化的理论学说,并实践了优化方法在社会环境研究中的应用。优化结果对改善吉林省科技创主体环境具有参考价值。 4、将吉林省科技创新总体环境与广东省和江苏省进行对比分析,借鉴发达地区的成功经验,有利于指导吉林省科技创新实践,进而为提出优化吉林省科技创新环境的对策奠定实证基础。 吉林省科技创新环境优化不仅对优化吉林省科技创新环境提出新思路,而且对改善吉林省科技创新环境,构建吉林省科技创新体系提供决策依据,对深刻认识吉林省科技创新的特点及其发展的关键因素极其重要。因此,研究科技创新综合环境建设问题,对吉林省科技创新的发展及区域科技创新环境研究都具有重要的意义。
[Abstract]:Under the guidance of the scientific development view, according to the requirements of Jilin province's science and technology development plan, and guided by the market demand, this paper closely revolves around the promotion of the scientific and technological innovation ability and aims at creating a high quality scientific and technological innovation environment. By studying the present situation and level of the scientific and technological innovation environment in Jilin Province, this paper analyzes the advantages and disadvantages of the scientific and technological innovation environment in Jilin Province, evaluates the scientific and technological innovation environment, and classifies the environmental policy of scientific and technological innovation in Jilin Province. By analyzing its effect, the crux of the implementation process of Jilin Province's scientific and technological innovation environmental policy is summarized. At the same time, the author draws lessons from the successful experience of creating scientific and technological innovation environment in developed areas, and puts forward some countermeasures and suggestions for improving the scientific and technological innovation environment in Jilin Province. In view of the fact that scientific and technological innovation activities in the past have paid more attention to internal research than to external environment studies, they have studied more on a particular issue than on a comprehensive, macro and comprehensive study. In terms of research methods, they are qualitative, normative, and quantitative. This research has the following characteristics: 1. In the evaluation of science and technology innovation environment, the evaluation index emphasizes the innovation effect and pays attention to the change of resource flow, combining static and dynamic evaluation and analysis. Combining qualitative evaluation with quantitative evaluation, this paper changes the traditional method of obtaining evaluation conclusion by using evaluation score, through comprehensive analysis, finds out the main factors that affect the level of scientific and technological innovation environment in Jilin Province, and points out the development path of scientific and technological innovation environment in Jilin Province. In order to promote the scientific and technological innovation ability of Jilin Province. 2. On the basis of extensive investigation, the paper classifies the relevant policy documents of Jilin Province's scientific and technological innovation environment, and analyzes the effect of various policies. To make up for too much overall research and too few specific classification studies in previous policy environment studies, It is difficult to observe the deficiency of the research method of implementing the policy effect. 3. This paper establishes the optimization objective function of the scientific and technological innovation agent in Jilin province through the optimization method, and points out the optimal situation of the scientific and technological innovation agent in Jilin province under various constraints. The theory of optimization is proved and the application of optimization method in the study of social environment is put into practice. The optimization results have reference value for improving the main environment of scientific and technological innovation in Jilin Province. 4. The overall environment of scientific and technological innovation in Jilin Province is compared with Guangdong Province and Jiangsu Province, and the successful experiences of developed regions are used for reference. It is beneficial to guide the practice of scientific and technological innovation in Jilin Province and lay an empirical foundation for the countermeasures to optimize the environment of scientific and technological innovation in Jilin Province. The optimization of the scientific and technological innovation environment of Jilin Province not only puts forward new ideas to optimize the scientific and technological innovation environment of Jilin Province, but also provides the decision-making basis for improving the scientific and technological innovation environment of Jilin Province and constructing the scientific and technological innovation system of Jilin Province. It is very important to deeply understand the characteristics of scientific and technological innovation in Jilin Province and the key factors of its development. Therefore, it is of great significance to study the comprehensive environmental construction of scientific and technological innovation for the development of scientific and technological innovation in Jilin Province and the study of regional scientific and technological innovation environment.
