河南省科技资源优化配置研究

【摘要】:改革开放三十年来,河南省经济获得了长足的发展,但河南的经济发展整体落后,河南省2010年人均GDP仅占全国人均GDP的80%。科学技术是第一生产力,而科技资源配置制约着科技的发展。本文对河南省科技资源优化配置展开研究,以期对加快中原经济区建设提供理论支持。 本文首先从科技资源配置的理论和实践出发,对科技资源的定义进行辨析,探讨区域科技资源优化配置问题,形成了一套完整清晰地区域科技资源优化配置研究的理论框架;其次,对河南省科技资源配置现状进行了全面分析,并在以上分析的基础上,运用SPSS对河南省18个主要城市进行了比较详细的因子分析,从初始选择的8个科技指标中找出三个公因子,并对这18个主要城市的科技资源配置效率进行了评价;之后,从RD经费投入、科技人员投入、人均科技人员RD经费投入和技术进口四个方面,运用灰色关联分析方法对河南省科技资源投入与经济增长的关联性进行了实证分析;最后,本文针对河南省科技人力资源和科技财力资源分别提出若干优化配置的对策建议,以期形成良好的科技资源配置机制,从而更好地促进河南经济和社会的平稳发展。 研究表明:因子分析法在评价区域科技资源配置效率上是有效的,且方法简单,,易于操作;河南省科技投入与其经济增长之间存在密切联系,高效的科技投入能够很好地促进河南省的经济增长。然本文研究依赖于统计年鉴的数据,主要采用定量分析的方法,以后的学者可以考虑添加市场调研的数据,用定量与定性相结合的方法进一步深入研究。
[Abstract]:Since the reform and opening up 30 years ago, Henan Province has made great progress in economy, but the overall economic development of Henan Province is backward. The per capita GDP of Henan Province in 2010 is only 80% of the per capita GDP of the whole country. Science and technology is the first productive force, and the allocation of scientific and technological resources restricts the development of science and technology. In this paper, the optimal allocation of scientific and technological resources in Henan Province is studied in order to provide theoretical support for speeding up the construction of Central Plains Economic Zone. Based on the theory and practice of science and technology resources allocation, this paper analyzes the definition of science and technology resources, probes into the problem of regional science and technology resources optimal allocation, and forms a complete and clear theoretical framework for the study of regional science and technology resources optimal allocation. Secondly, the present situation of scientific and technological resources allocation in Henan Province is comprehensively analyzed, and on the basis of the above analysis, a detailed factor analysis of 18 major cities in Henan Province is carried out by using SPSS. This paper finds out three common factors from the 8 scientific and technological indexes selected initially, and evaluates the efficiency of the allocation of science and technology resources in these 18 major cities. Then, from the input of RD funds, the input of science and technology personnel, This paper makes an empirical analysis of the correlation between the investment of scientific and technological resources and the economic growth in Henan Province by using the grey relational analysis method in four aspects of the per capita RD expenditure and technology import. This paper puts forward some countermeasures and suggestions for optimizing the allocation of human and financial resources of science and technology in Henan Province in order to form a good mechanism of allocation of scientific and technological resources and to promote the steady development of economy and society in Henan Province. The research shows that the factor analysis method is effective in evaluating the efficiency of regional scientific and technological resources allocation, and the method is simple and easy to operate, and there is a close relationship between the investment in science and technology and its economic growth in Henan Province. Efficient investment in science and technology can well promote economic growth in Henan Province. However, this paper studies the data which rely on the statistical yearbook, mainly adopts the quantitative analysis method, the later scholar may consider to add the market research data, uses the quantitative and qualitative method to further research.
