关于山东省工会服务职工工作体系建设情况的调查报告

【摘要】：职工服务中心是新形势下工会做好服务职工群众工作的重要平台。为了贯彻落实中华全国总工会要着眼于更好地满足职工群众多层次需求、努力构建服务职工工作体系总体要求和工作部署,山东省总工会组织专门力量进行调查研究,单独或与党政有关部门联合制定一系列政策,采取多项措施,努力推进全省服务职工工作体系的建立和完善。本报告认为,中国工会十四大闭幕以来,全省服务职工工作体系建设取得显著成绩,同时也存在以下主要困难和问题:一是各地职工服务中心建设发展不平衡;二是职工服务中心工作基础不够牢固;三是资金严重不足制约了服务水平的提高;四是服务职工工作网络建设有待进一步健全;五是服务中心领导体制和工作运行机制有待完善。为了加强全省服务职工工作体系建设,并进一步完善这一工作体系,我们提出如下对策建议:一要加强服务网络建设,延伸链条,统筹推进;二要积极开展普惠服务,全员覆盖,培植亮点;三要建立工作保障机制,增强实力,强化服务;四要理顺内部工作机制,合力推进,高效运转;五要深化服务品牌打造,服务升级,创新发展。
[Abstract]:Staff and workers service center is the important platform for trade unions to serve the masses in the new situation. In order to carry out the implementation of the All-China Federation of Trade unions with a view to better meeting the multi-level needs of the workers and staff, and to strive to build up the overall requirements and work arrangements for serving the workers, the Shandong Federation of Trade unions has organized a special force to conduct investigations and studies. A series of policies have been formulated alone or jointly with the Party and government departments, and many measures have been taken to promote the establishment and improvement of the work system for serving workers in the province. This report holds that since the closing of the 14th National Congress of China's Trade unions, remarkable achievements have been made in the construction of the work system for service workers in the whole province. At the same time, there are also the following major difficulties and problems: first, the construction and development of service centers for workers and staff in various localities is unbalanced; Second, the work foundation of the staff and workers service center is not firm enough; the third, the serious shortage of funds restricts the improvement of the service level; the fourth, the construction of the service staff work network needs to be further improved; Fifth, the service center leadership system and work operation mechanism need to be improved. In order to strengthen and further improve the work system of service workers in the province, we put forward the following countermeasures and suggestions: first, we should strengthen the construction of service networks, extend the chain, and make overall efforts to promote; secondly, we should actively carry out inclusive services. All staff cover, cultivate bright spots; third, establish job security mechanism, strengthen strength, strengthen service; fourth, straighten out the internal working mechanism, work together to promote, efficient operation; fifth, deepen service brand building, service upgrading, innovation and development.
