【摘要】:工程项目管理按参建各方的工作性质和组织特征可划分为业主方项目管理、设计方项目管理、施工方项目管理、供货方项目管理以及建设项目总承包方项目管理等。其中业主方是建设工程项目生产过程的总集成者——人力资源、物质资源和知识的集成,业主方也是建设项目生产过程的总组织者,因此对于一个建设工程项目而言,虽然有代表不同利益方的项目管理,但是,业主方的项目管理是管理的核心。然而在国内建筑市场,大多数工程项目重视施工方,而忽略业主方项目管理,业主方未能真正参与工程项目的建设过程,在工程项目的组织、协调和管理未能有效发挥作用。为确保工程项目的各项目标得以实现,必须重视业主方的项目管理,运用科学有效的管理方法控制工程的投资目标、进度目标、质量目标。因此,对工程项目业主方管理情况进行研究与分析,具有重要的意义。A水利枢纽灌区工程是国家重点建设工程,该灌区建成后,将大大改善灌区农业生产条件,提高农田灌溉率,增加当地农民收入,对实施国家粮食安全战略具有重要的意义。同时,为临川区、高新区、东乡县、金溪县等县区的经济社会发展提供水源保障,满足区域用水需求,缓解城乡争水矛盾,有利于促进当地社会稳定。为了确保项目的顺利实施,业主方需要对其进行初期研究,并在此基础上形成一个完整的业主方项目管理规划。鉴于A水利枢纽灌区一期工程已经竣工验收,二期工程主要建设内容和建设规模已经批复,故本文主要研究A水利枢纽灌区二期工程业主方的项目管理。首先,阐述研究背景、具体意义、国内外对工程项目管理特别是水利工程项目业主管理的研究现状,介绍本文研究的目标、思路和方法;其次,概述A水利枢纽灌区二期工程的工程概况和参建各方的组织结构和岗位职责;最后,着重就A水利枢纽灌区二期工程业主方在设计准备阶段、设计阶段、施工阶段的管理重点,以及一些需要注意的关键工作进行系统的分析。通过本文的研究,得出以下结论:1、工程设计准备阶段和设计阶段,业主方项目管理的重点主要是设计过程中的可行性和科学性的管理工作;2、工程施工阶段,业主方项目管理的重点是施工过程中施工质量、投资支出、工期三大目标的有效控制;3、工程招标工作的重点是招标方案的论证;4、工程建设征地与移民安置的重点是做好业主方土地征用和房屋征收移民安置规划和投资估算管理;5、工程采购类工作业主方项目管理的重点是采购规划的制定和实施;6、工程环境保护工作业主项目管理的任务是制定环境保护的监督和检查机制,防止工程施工对环境造成的危害。
[Abstract]:According to the working nature and organizational characteristics of the parties involved in the construction, engineering project management can be divided into the owner side project management, the design party project management, the construction side project management, The supplier project management and the construction project general contractor project management. The owner is the total integrator of the production process of the construction project-the integration of human resources, material resources and knowledge. The owner is also the overall organizer of the production process of the construction project, so for a construction project, although there are project management representing different stakeholders, However, in the domestic construction market, most engineering projects attach importance to the construction side, but ignore the owner side project management, the owner side can not really participate in the construction process of the project, in the project organization, In order to ensure the realization of the objectives of the project, it is necessary to attach importance to the project management of the owner, and use scientific and effective management methods to control the investment objectives and progress targets of the project. Therefore, it is of great significance to study and analyze the management of the owner of the project. The irrigation area project of the A water conservancy project is a key national construction project. After the irrigation district is completed, the agricultural production conditions of the irrigation district will be greatly improved. Increasing the irrigation rate of farmland and increasing the income of local farmers are of great significance to the implementation of the national food security strategy. At the same time, it provides water security for the economic and social development of Linchuan District, High-tech Zone, Dongxiang County, Jinxi County, etc. To meet the regional water demand, alleviate the contradiction between urban and rural water competition, is conducive to promoting local social stability. In order to ensure the smooth implementation of the project, the owner needs to carry out an initial study on it. On this basis, a complete owner's project management plan was formed. In view of the completion and acceptance of the first stage of the irrigation area of the A water conservancy project, the main construction contents and construction scale of the second phase of the project have been approved. Therefore, this paper mainly studies the project management of the owner side of the second phase project of A water conservancy project. Firstly, the research background, the specific significance, the research status of the project management at home and abroad, especially the owner management of the water conservancy project, are expounded. This paper introduces the objectives, ideas and methods of this study. Secondly, it summarizes the general situation of the second phase project of A water conservancy project and the organization structure and post responsibility of the parties involved in the project. The management emphases of the owners of the second phase project of A water conservancy project in the design preparation stage, the design stage, the construction stage, and some key work needing attention are analyzed systematically. Draw the following conclusion: 1. In the engineering design preparation stage and the design stage, the key points of the owner's project management are mainly the feasibility and scientific management work in the design process and the engineering construction stage. The emphasis of the owner's project management is on the construction quality and investment expenditure during the construction process. Effective control of the three major objectives during the construction period 3. The key point of the project bidding work is the demonstration of the bidding scheme. The focal point of the construction land requisition and resettlement is the planning and investment estimation of the owner's land requisition and the house expropriation and resettlement. The project management of the owners of engineering procurement work is focused on the formulation and implementation of procurement planning, and the task of project management of the owners of engineering environmental protection work is to formulate the supervision and inspection mechanism of environmental protection.
