S县级供电局的绩效提升策略研究

【摘要】:随着市场竞争的日益加剧和电力体制改革的不断深化,电力企业必须顺势而为,依托现代人力资源管理理论和模型,建立科学、有效的绩效管理体系,以提高企业经营管理水平,推动企业战略目标的实现。县级供电企业作为电改的砥柱中流,又因其存在老龄化严重、学历偏低、行政机构冗员、管理水平低下等问题,探寻一套符合县级供电企业实际且足以稳步提升企业绩效的水平的绩效管理策略更是显得尤为重要。本文选取县级供电企业S,依托绩效管理和激励相关理论,结合纵向、横向数据分析,探寻出S供电局现阶段绩效管理中存在的全员参与不足、缺乏持续沟通及反馈、KPI选取及计算方法不科学、考评方法不完善、考评周期设定不合理、结果运用不到位等问题。针对这些问题,利用KPI关键要素指标、平衡计分卡、鱼骨图法等工具逐级梳理、分解企业战略目标,建立了一个符合S供电局发展战略和管理实际的,以KPI逐级嵌套为主线的企业-部门-个人三位一体绩效管理体系,形成绩效计划、绩效沟通与辅导、绩效考核与反馈、绩效诊断与提高的PDCA闭环。通过科学的绩效管理,营造“干多干少不一样,干好干坏不一样”的激励氛围,规范员工工作行为,全面提升企业经营管理水平,确保企业战略目标的实现和绩效水平的持续提升。
