【摘要】:企业的快速壮大与国际化,除了在体制、观念的快速变革外,更重要的是要有优秀的人力资源和人力资源有效配置为保证。而中层管理者作为企业管理的稀缺资源,在企业内部承上启下,既是决策者又是执行者,他们是否具备与组织目标匹配的全局观念,良好的管理能力和责任意识,关系企业的永续经营与未来发展。随着国有企业改革的进一步深入,QYS公司作为一家典型的国有大型机械制造企业,由于是由原科研院所转制而来,目前正积极探索选人、用人、育人的新机制,吸引并留住核心人才,努力建立适合内部体系的组织文化,打造核心竞争力。由此引出打造核心竞争力的关键是选择符合自身组织文化和企业精神的中层管理者团队。 本文结合国内外对胜任力、中层管理者胜任力、人才测评及胜任力模型在人力资源管理中的应用等理论研究,分析了QYS公司中层管理者选拔现状及存在的问题,,提出QYS公司中层管理者选拔体系改进构想。通过构建一套基于胜任力模型的中层管理者选拔体系,为QYS公司中层管理者选拔提供明确的途径和可供选择的方法。最后文章从接班人计划的设想、绩效考核体系和培训体系的构建三个方面,提出了中层管理者选拔实施措施,为QYS公司中层管理者选拔管理工作提供了新的思路。
[Abstract]:The rapid growth and internationalization of enterprises, in addition to the system, the concept of rapid change. It is more important to have excellent human resources and effective allocation of human resources to ensure. As a scarce resource of enterprise management, middle managers are both decision-makers and executors. Whether they have the overall concept of matching the organizational objectives, good management ability and sense of responsibility, related to the sustainable operation and future development of enterprises, with the further deepening of the reform of state-owned enterprises. As a typical state-owned large machinery manufacturing enterprise, QYS Company is actively exploring the new mechanism of selecting, employing and educating people to attract and retain the core talents because it is transformed from the original scientific research institute. Therefore, the key to build the core competence is to select the middle manager team which is in line with its own organizational culture and enterprise spirit. This article combines the domestic and foreign to the competency, the middle-level manager competency, the talented person appraisal and the competency model application in the human resources management and so on theory research. This paper analyzes the present situation and problems in the selection of middle managers in QYS Company, puts forward the idea of improving the selection system of middle managers in QYS Company, and constructs a selection system of middle managers based on competency model. This paper provides a clear approach and alternative method for the selection of middle managers in QYS Company. Finally, this paper discusses three aspects: the assumption of succession plan, the construction of performance appraisal system and training system. This paper puts forward the implementation measures of middle managers selection and management, which provides a new way for QYS middle managers selection and management.
