【摘要】:员工是企业的主人,是企业发展的重要力量,更是企业核心竞争力的关键因素,所以,人力资源管理是企业管理的重要组成部分。成功的人力资源管理,不仅仅要有良好的企业管理,更要能在思想上引导员工正确转变,影响员工行为方式,同时,能促使员工自身提高其综合素质,在立足于企业发展的同时,增强员工的自我完善能力,并加强其稳定性,以及个人发展方面奠定良好基础,并为企业未来发展提供坚实的人才储备。然而,国内不少企业由于人力资源优化配置的目标和内容设计缺乏针对性、前瞻性,效果往往不能够令企业和员工满意。本文选取高危行业中的煤炭企业,并且是国内煤炭行业管理成熟度较高的一家生产型国企的子公司作为研究样本,通过实地调查研究,结合问卷调查及访谈法的形式,了解国有煤炭企业在人力资源优化配置方面的现状和问题。研究的主要目的旨在将人力资源开发、管理、利用向人力资本转化使其主动适应企业发展的需要,即完善和分析煤炭企业在人力资源有效配置方面的措施,并为国内其它企业,,尤其是离职率较高的高危行业在人力资源优化配置方面提供借鉴。该研究成果也为以后更全面系统的研究提供基础。研究表明,现阶段的人力资源优化配置附有时代特征、行业特点,需要科学分析,合理化管理;从心理上引导员工,激发员工的内在动力,只有这样,才能促使目标的实现,满足企业和社会的需要。
[Abstract]:The staff is the owner of the enterprise, is an important force in the development of enterprises, it is a key factor, so the core competitiveness of enterprises, human resources management is an important part of enterprise management. Human resources management successfully, not only have a good corporate management, but also to be able to guide employees in thinking right shift on employee behavior the way, at the same time, can make its own staff to improve their overall quality, based on the development of enterprises, enhance their ability to self-improvement, and to enhance its stability, lay a good foundation and personal development, and provide a solid reserve talents for the future development of enterprises. However, many domestic enterprises due to the optimization of human resources objectives and content the design configuration of the lack of targeted, forward-looking, results are often not able to make the enterprise and employee satisfaction. This paper selects the coal enterprises in high-risk industries, and domestic coal A production enterprise management industry with high maturity of the subsidiary company as the research sample, through on-the-spot investigation, combined with surveys and interviews in the form of a questionnaire, understand the state-owned coal enterprises in the optimization of human resources situation and problems of allocation. The main purpose of the research aims at the development of human resources, management, utilization to human the capital to take the initiative to meet the needs of enterprise development, namely the improvement and analysis of coal enterprises in the effective allocation of human resources measures, and for other domestic enterprises, especially the turnover rate is higher the high-risk industries to provide reference in the optimal allocation of human resources. The research results for the future research more systematic basis. Research shows that at this stage, the optimal allocation of human resources with the characteristics of the times, the characteristics of the industry, scientific analysis, reasonable management; guide the staff from the psychological, inspire employees Only in this way can the goal be realized and the needs of the enterprise and the society be met.
