低碳发展政策对工业企业行为及竞争力的影响

【摘要】：促进节能减排,实现经济的可持续发展已成为中国和世界共同关注的课题。企业作为市场经济的参与主体,其行为调整是节能减排目标实现的关键。低碳发展政策是政府约束企业行为、引导企业选择低碳发展路径的重要工具；低碳发展政策还会通过影响企业竞争力,在实现低碳经济发展目标的同时,对宏观经济发展产生影响。当前低碳发展政策对企业行为及竞争力的研究主要基于传统经济学理论,大部分研究尚停留在理论或产业中观层面,比较缺乏来自企业的微观数据。本文在已有文献的基础上,运用行为经济学理论分析了低碳发展政策对企业行为调整的影响,并在问卷调查获取数据的基础上,运用结构方程模型实证研究了低碳发展政策对企业行为的影响,以及通过企业行为对企业竞争力的影响。研究结果表明：(1)行政性低碳发展政策对企业技术进步和节能环保行为具有直接的显著正向影响；(2)市场导向性低碳发展政策对企业战略选择和生产决策行为具有直接的促进作用；(3)低碳发展政策可以使大部分工业企业提高竞争力；(4)低碳发展政策下,钢铁企业中利润率水平略高于或在较大程度上高于行业平均利润率的企业比例比电力企业的大；(5)企业行为在行政性低碳发展政策对企业竞争力影响中具有部分中介效应；(6)企业行为是市场导向性低碳发展政策与企业竞争力之间的完全中介变量,完全中介效应显著；(7)行业、规模、工业企业战略选择差异在低碳发展政策与工业企业行为及竞争力之间具有重要的调节作用。
[Abstract]:To promote energy conservation, to achieve sustainable economic development has become a common concern of the world and China subject. Enterprises as the main body in the market economy, the adjustment is the key energy-saving emission reduction targets to achieve. Low carbon development policy is the government to restrain the behavior of enterprises is an important tool to guide enterprises to choose low-carbon development path of low carbon development policies; but also by the impact of the competitiveness of enterprises, in the realization of low-carbon economic development goals at the same time, the influence of the macro economic development. The current research on the behavior of enterprise and the competitiveness of the low carbon development policy is mainly based on the traditional economic theories, most studies still remain in the theoretical or industrial intermediate level, lack of micro data from enterprises in this article. Based on the existing literature, using the theory of behavioral economics analysis of the impact of the adjustment of low carbon development policy on corporate behavior, and get in the questionnaire On the basis of data, study the effect of low carbon development policy on corporate behavior by using the structural equation model, and the influence on the competitiveness of enterprises by enterprise behavior. The results show that: (1) have direct positive effect of low carbon development administrative policy on enterprise technical progress and energy conservation and environmental protection; (2). Low carbon development policy and market orientation has a direct effect on the choice of enterprise strategy and production decision behavior; (3) low carbon development policy can make the most of the industrial enterprises to improve competitiveness; (4) low carbon development policy, iron and steel enterprises profit margins or slightly higher than the industry average profit rate higher than the proportion of enterprises in large degree than the electric power enterprises; (5) the enterprise behavior has a partial mediating effect of low carbon development policy and administration of enterprises competitiveness influence; (6) the behavior of enterprises is market oriented low carbon The complete mediator between the development policy and the competitiveness of enterprises has a complete mediating effect. (7) industry, scale and the difference of strategic choice of industrial enterprises play an important moderating role between the low carbon development policy and the behavior and competitiveness of industrial enterprises.
