【摘要】:当前我国氯碱行业已经进入了发展的关键时期。“十一五”后期,氯碱行业产能扩张过快,烧碱和PVC产能均居世界第一。“十二五”期间,每年仍有新的烧碱和PVC装置投产。产能过剩将导致全行业开工率不高和恶性竞争更加激烈,产品价格进一步走低,全行业盈利能力降低。面对氯碱行业整体发展形势不容乐观的现状,公司在资源和产能不占优势的情况下,,绩效考核的重要性越来越受到关注。如何通过科学和严格的绩效考核指标达到激励员工的作用,最大限度地调动和发挥其主观能动性成为三友氯碱管理者必须面临的问题。作为绩效考核中的重要部分,一个好的绩效考核体系能够衡量员工工作绩效,体现工作产出对组织目标的增值作用,促进企业目标的实现,为企业的持续发展提供支持。 本文通过对唐山三友氯碱现有考核模式存在问题进行详细分析的基础上,利用关键绩效指标法(KPI),对三友氯碱的战略目标进行了分析,设置了公司级绩效指标,随后以部门职责和任务目标为基础,结合公司发展战略,设计了部门的绩效考核指标和各岗位的绩效考核指标,同时根据各指标对公司目标的贡献大小对其设定了相应权重和具体考核办法,从而建立三友氯碱的绩效考核体系。该体系的建立对公司开展全面绩效考核工作和提高企业整体效益、帮助企业持续发展具有现实意义和参考价值。
[Abstract]:The current domestic chlor alkali industry has entered a critical period of development. Excess capacity will lead to industry wide opening rate is not high and the vicious competition more intense, product prices fall further, reduce the profitability of the whole industry. In the face of chlor alkali industry overall development situation is not optimistic about the current situation, the company does not have advantages in resources and capacity, the importance of performance appraisal has attracted more and more attention. How to use scientific and strict performance appraisal index to motivate the role of maximum to mobilize and exert their subjective initiative to become managers must face the friends of chlor alkali. As an important part in the performance appraisal, a good performance evaluation system can balance The work performance of the employees reflects the value added effect of the work output to the organizational goals, promotes the realization of the enterprise goals, and provides support for the continuous development of the enterprise.
Based on the existing problems of Tangshan Sanyou chlor alkali assessment model are analyzed in detail. The use of key performance indicators (KPI), the strategic goal of Sanyou chlor alkali was analyzed, set up a company level performance index, followed by the responsibilities of departments and the mission objectives as the basis, combined with the company's development strategy, the design of the Department's performance the post evaluation index and performance evaluation index, and according to the contribution of every index to the goals of the company set the corresponding weights and the specific assessment methods, so as to establish Sanyou chlor alkali performance appraisal system. The establishment of the system of the company to carry out a comprehensive performance assessment work and improve the overall efficiency of enterprises, has practical significance and reference value for development to help enterprises.
