【摘要】:河南省是能源生产和消费大省,而能源生产与消费带来了大量的环境污染问题,能源产业的三废排放量占总排放量的比例很大,能源产业是河南省高污染行业之一,而发展清洁能源则是解决这种环境问题的重要途径。论文将河南省的清洁能源作为一个整体加以研究,以期发现问题进而提出对策。 论文主要从两方面对河南省清洁能源的发展现状进行研究,一是对河南省清洁能源利用情况的分析,包括现有七种主要清洁能源类型的储量、开发利用量和比例以及清洁能源总体占能源生产和消费总量比重的变化趋势等,并对清洁能源发展的政策影响因素进行了述评;二是基于能源-环境-经济的3E协调框架对清洁能源的发展现状进行了综合评估。然后,在此基础上提出了河南省清洁能源发展中存在的问题和对策,从而为河南省清洁能源发展战略和政策的制定提供参考,凸现了研究的实践性。 目前河南省现有的清洁能源主要有七大类,总体开发利用率不高,发展潜力很大。其中水能的开发利用程度最高,开发利用量占总蕴藏量的73.47%;太阳能和风能总量虽然在全国排名并不靠前,但可开发利用的总量仍然非常可观,而且目前发展均比较薄弱;河南省作为农业大省,生物质能资源非常丰富,而且开发利用程度不高,目前河南省沼气池年处理畜禽粪便数量不及年畜禽粪便可利用量的5%,生物质能发电总装机容量占可开发容量的25.21%;由于煤炭储量丰富而煤电的传统利用方式污染严重,煤基清洁能源开发潜力很大,目前也应作为战略重点加以发展;河南省天然气储量丰富,近几年发展较快;核能的开发利用目前处于项目前期规划阶段。 河南省清洁能源发展现状综合评估的主要步骤如下:首先基于3E协调框架构建一套指标体系,并选用复相关系数赋权法确定各项指标的权重,然后计算结果并使用趋势分析和与全国水平对比分析的方法进行分析得出结论。 评估结果显示,河南省清洁能源发展的总指标存在下降趋势并低于0.5,处于三个评估等级的最差区间,而且总体上低于全国水平,综合评估结果表现不佳,清洁能源对能源产业的贡献与满足能源、环境和经济可持续发展的要求差距很大,尽管近两年有所改善,但总体而言清洁能源比重仍然很不合理。 基于上述两个方面的分析结果,论文提出了河南省清洁能源发展中存在发展速度较慢、发展规划不全面、评估体系不健全、发展政策不完善等四大问题并进行了深入阐释。 最后,针对这些问题,从明确发展理念、确定三个总体目标、战略重点选择和具体保障措施等四个角度提出了推动河南省清洁能源进一步发展的对策,并在具体措施中提出制定河南省清洁能源发展规划并实行总量规划和调控、建立清洁能源发展综合评估体系、提升发展意识、加大财税政策支持力度、完善融资渠道和加强科技创新等六项具体建议。
[Abstract]:Henan province is a big province of energy production and consumption, and energy production and consumption has brought a lot of environmental problems, waste emissions in the energy industry accounted for a large proportion of the total emissions, the energy industry is one of the high polluting industries in Henan Province, and the development of clean energy is an important way to solve the environmental problems of the paper will be. The research of Henan province clean energy as a whole, in order to find out the problems and put forward countermeasures.
This paper mainly from the two aspects of the current situation of the development of clean energy in Henan Province, one is the analysis on the utilization of clean energy in Henan Province, including the seven main types of clean energy reserves, development and utilization of clean energy and the quantity and proportion accounted for overall trend of energy production and consumption of the total proportion, and the impact of policy on the development of clean energy factors were reviewed; two is the development status of the 3E coordination framework of energy - environment - economy of clean energy is carried out based on comprehensive evaluation. Then, put forward based on the problems and Countermeasures of the development of clean energy in Henan Province, so as to provide reference for Henan province to develop clean energy development strategy and policy, highlights the practical research.
At present, the existing clean energy in Henan province has seven, the overall utilization rate is not high, the development potential is very great. The water of the highest degree of development and utilization, development and utilization accounted for 73.47% of the total reserves; the total amount of solar and wind energy in the country while does not rank, but the development and utilization of the total is still very impressive, but the current development are relatively weak; Henan Province as a major agricultural province, biomass energy resources are very rich, but the utilization level is not high, the current Henan Province livestock manure digesters in less than 5% years of livestock manure utilization, biomass power installed capacity accounted for 25.21% of capacity development; due to abundant coal reserves and traditional coal by way of serious pollution, coal based clean energy development has great potential, there should be developed as a strategic focus; the rich natural gas reserve in Henan province, In recent years, the development and utilization of nuclear energy are currently in the preliminary planning stage of the project.
The main steps of Henan province clean energy development situation of comprehensive evaluation are as follows: firstly, based on the 3E coordination framework to construct a set of index system, and selects the weighting method to determine the weight of each index correlation coefficient, analysis method and the calculation results and use trend analysis and comparison with the national level, the analysis concluded.
The evaluation results showed that the total index of clean energy development in Henan province has decreased and less than 0.5, the worst in the interval three levels of assessment, and generally lower than the national level, the comprehensive evaluation result of poor performance, the contribution of clean energy in the energy industry and meet the energy, environment and sustainable economic development requires a large gap, though the past two years has improved, but overall the proportion of clean energy is still not reasonable.
Based on the above two aspects, the paper puts forward four major problems in the development of clean energy in Henan Province, such as slow development speed, incomplete development plan, imperfect evaluation system and imperfect development policies.
Finally, aiming at these problems, from the clear development ideas, determine the three overall goals, four aspects of strategic focus and specific safeguard measures and puts forward some countermeasures for promoting the further development of clean energy in Henan Province, and put forward specific measures in Henan province to develop clean energy development planning and implementation of the total planning and regulation, the establishment of comprehensive development the evaluation system of clean energy, promote the development of awareness, increase the fiscal policy support to improve the financing channels and strengthen the innovation of science and technology and other six specific recommendations.
