企业社会责任视角下食品安全问题研究

【摘要】:保障食品安全涉及到的利益关系相当复杂,更是一项长期性和艰巨性的任务。由于我国居民的收入水平的提高,人们更加重视饮食文化。但同时由于人们的生活节奏越来越快,饮食的消费结构也由单一变成了多元化消费格局,人民的外出就餐也逐渐呈现出增加的趋势,这已经成为一种发展的方向。现实已经证明,为了能够保证人们饮食营养的要求,食品的安全性必须成为食品生产企业所要完成首要任务。如果,不能有效的完成这个任务,那么一些不合格的食品将会直接导致消费者的身心健康。可见,加工企业的作用是使食品安全得到保障的关键因素。当前食品加工企业重要的社会责任是通过食品安全体现出来的,因此应该高度的重视加工食品质量安全状况。 生活中,消费者在进行食品选购时,第一所考虑的问题就是食品安全。相反,食品安全对于生产企业来讲也是其长期发展的最根本性的前提。食品的安全不仅仅对政府和食品行业的声誉产生影响,而且还涉及到了食品生产企业的的持续发展和长期生存,更严重的是食品的安全危机到了消费者宝贵的生命。总之,食品的安全与社会经济长期持续稳定是息息相关。但是,国内的不少食品加工企业为了追求利益,丧失了应有的社会责任,屡屡铤而走险,以消费者的生命做代价,不断制假贩假,造成前所未有的食品行业出现信任危机。因此,把食品质量提高上来,注重企业食品安全的信誉的塑造,这是中国食品企业取得消费者的信任和长远发展的有效途径。基于食品的质量安全与社会稳定以及人民群众的健康间都产生了直接或者间接的关系影响,因此,做好食品质量的安全应工作成为我国食品企业管理的首要任务。 本文在分析国内外研究现状的基础上,研究了我国企业食品安全管理制度研究的相关的利益相关者理论、企业的社会责任理论等。并且对我国范围内的食品企业的食品安全管理的现状进行理论分析,主要是从制度的历史沿革分析开始,再对其安全管理的制度存在问题进行了系统的分析,之后提出基于社会责任下的我国企业食品安全管理构想,并对我国企业食品安全管理建设方案及实施、应急体系建设等方面进行了系统的分析,最后,本文还对从食品安全法制建设、食品企业行业的自律体系建设,提高对消费者的保护、加大惩罚力度、推进食品企业GMP认证、企业的社会责任理念的宣传、培训、指导、加强地方政府的监管作用,强化职能部门的执法权力、建立食品安全法律责任溯源机制和食品召回机制多个方面提出我国企业食品安全管理制度建设方案实施的保障措施,文章的结尾进行了总结。
[Abstract]:The protection of food safety involves a very complex relationship of interests, but also a long-term and arduous task. Because of the increase of income level of Chinese residents. People pay more attention to food culture, but at the same time, because people's life rhythm is getting faster and faster, the consumption structure of diet has also changed from single to diversified consumption pattern, and people's dining out is gradually showing an increasing trend. This has become a direction of development. Reality has proved that in order to ensure that people's dietary nutrition requirements, food safety must become the food production enterprises to complete the first task. Can not effectively complete this task, then some unqualified food will directly lead to consumers' physical and mental health. The role of processing enterprises is the key factor to ensure food safety. At present, the important social responsibility of food processing enterprises is reflected through food safety. Therefore, we should attach great importance to the quality and safety of processed food. In life, when consumers buy food, the first thing to consider is food safety. On the contrary. Food safety is also the most fundamental prerequisite for the long-term development of production enterprises. Food safety not only affects the reputation of the government and the food industry. And also involves the sustainable development and long-term survival of food production enterprises, more serious is the food safety crisis to the lives of consumers. The safety of food is closely related to the long-term stability of social economy. However, in order to pursue the interests of food processing enterprises, many domestic food processing enterprises have lost their due social responsibility, and have repeatedly taken risks. With the consumer's life as the cost, continue to make fake and peddler fake, resulting in an unprecedented crisis of trust in the food industry. Therefore, improve the quality of food, pay attention to enterprise food safety credibility molding. This is an effective way for Chinese food enterprises to gain the trust and long-term development of consumers. Based on the direct or indirect relationship between food quality safety and social stability and the health of the people, therefore. To do well the safety of food quality should be the primary task of food enterprise management in our country. Based on the analysis of the current situation of domestic and foreign research, this paper studies the relevant stakeholder theory of food safety management system in Chinese enterprises. The theory of corporate social responsibility and so on. And the food safety management of food enterprises in the scope of China's current situation of theoretical analysis, mainly from the historical evolution of the system analysis. Then the system of its safety management problems are systematically analyzed, and then put forward based on social responsibility under the concept of food safety management of Chinese enterprises, and the construction of food safety management program and implementation. The emergency system construction and other aspects were systematically analyzed. Finally, this paper also from the food safety legal system construction, food industry self-discipline system construction, improve consumer protection, increase punishment. To promote the food enterprise GMP certification, corporate social responsibility concept of publicity, training, guidance, strengthening the role of local government supervision, strengthen the functional departments of the law enforcement power. To establish the traceability mechanism of legal responsibility for food safety and the mechanism of food recall, this paper puts forward the safeguard measures for the implementation of food safety management system construction scheme in Chinese enterprises. The conclusion of the article is summarized.
