浙江省水利建设工程招投标社会成本研究

【摘要】：经过近30年,我国招标投标法律体系初步形式,招投标市场不断扩大,招投标管理体制也在实践中不断地改革及完善。人们关注的往往是通过公开招标为国家节约了大量资金,而忽视了招投标的社会成本问题。重视招投标的社会成本问题是进一步落实与突出招标投标的择优效果,提高资源配置效率,建设节约型社会的必然要求。本文通过阅读国内外关于社会成本的研究理论,通过新制度经济学关于人的行为的假设结合招投标的特点对招投标社会成本的形成要素进行分析,界定了招投标社会成本的定义、构成。界定了工程招投标的有效社会成本和无效社会成本,分析无效社会成本对招投标体制及社会造成的影响。从制度成本和交易成本这两方面入手对招投标社会成本进行剖析,分析招投标社会成本的表现形式、成本特点和支付方式,并对降低招投标的社会成本提出改进建议。希望能进一步完善招投标制度、规范招投标市场行为。通过对参与浙江省水利建设工程各类别的投标人进行了问卷调查,掌握我省水利建设工程交易市场的竞争状况。引入灰色关联分析的方法,计算出影响中标率的要素关联度,分析投标人要获得较高的中标率的投标策略,以及政府行政监督部门为降低招投标社会成本采用改进建议后取得的成效。
[Abstract]:After nearly 30 years, China's legal system of bidding bidding form, expanding market, bidding management system is also constantly in practice. To reform and improve the people's attention is often through public bidding to save lots of money for the country, while ignoring the bidding agency cost problem. Pay attention to the problem of social cost the bidding is to further implement the preferential effect of bidding and bidding outstanding, improve the efficiency of resource allocation, the inevitable requirement of building a conservation oriented society.
In this paper, the research on social cost theory by reading at home and abroad, the new institutional economics on human behavior hypothesis combined with the analysis of the characteristics of bidding bidding bidding form elements of social cost, the definition of social cost of bidding, which defines the effective social cost of project bidding and invalid social cost. Analysis of influence of invalid social cost of bidding system and the society.
From the two aspects of the system cost and transaction cost of bidding social cost analysis, analysis of bidding form of social cost, cost and payment methods, and put forward the improvement proposal to reduce the social cost of bidding. Hope to further improve the bidding system, standardize the bidding behavior of the market.
Through the participation of various categories of Zhejiang province water conservancy construction project bidder has carried on the questionnaire survey, master of engineering construction in our province water conservancy market competition conditions. By the method of grey relational analysis, calculate the factors affecting the successful rate of correlation analysis to obtain the bidding strategy of bidders bid rate is high, and the government administrative supervision departments in order to reduce the social cost of bidding by improved advice of the results.
