SW公司绩效考核方案优化设计

【摘要】:炼化企业作为石油、天然气产品的主要供给单位,大都是国有制企业、国有制企业改制后企业,对绩效考核一直不重视。然而近年来随着国际原油市场价格不断高涨,国家也将国企绩效改革提上日程,绩效考核已经成为我国石化企业面临的重要问题。 本文在对行业发展现状及绩效管理相关理论进行系统梳理和分析的基础上,首先,应用绩效评价理论、企业竞争力理论、企业管理理论,通过系统的分析SW公司的绩效考核的现状,深入剖析当前公司绩效考核方案存在的问题,并重点挖掘这些问题背后的深层次原因。其次,针对公司绩效考核方案存在的问题,明确公司绩效考核方案优化的指导思想和基本原则,通过深入分析公司绩效的影响因素,并结合企业社会责任理论、关键绩效指标原理,构建SW公司绩效考核指标体系。第三,重新评定SW公司绩效评价指标体系各指标,得到各指标的权重,并以重点岗位为分析实例,明确SW公司绩效考核标准,设计公司绩效考核方案实施步骤,明确绩效考核结果反馈机制和应用途径;第四,针对SW公司绩效考核方案,从人员、组织、制度等方面提炼方案实施的保障措施。 主要创新点:一是将企业环境保护责任纳入到企业绩效考核中,应用关键绩效指标构建嵌入环境因素的完整的绩效考核指标体系,丰富了企业绩效考核理论;二是以SW公司这一石化行业代表性企业为研究对象,重点研究其绩效考核方案优化问题,对SW公司竞争力提升提供重要的决策依据,并为同类型企业绩效考核方案的构建和实施提供决策借鉴。
[Abstract]:As the main supply unit of petroleum and natural gas products, refining and chemical enterprises are mostly state-owned enterprises. However, with the international crude oil market prices rising in recent years, the state has also put the performance reform of state-owned enterprises on the agenda, performance appraisal has become an important issue facing our petrochemical enterprises. On the basis of systematically combing and analyzing the current situation of industry development and related theories of performance management, this paper first applies the theory of performance evaluation, the theory of enterprise competitiveness, and the theory of enterprise management. Through a systematic analysis of the current situation of performance appraisal of SW Company, in-depth analysis of the existing problems in the current performance appraisal scheme, and focus on the deep-seated reasons behind these problems. Secondly. In view of the problems existing in the corporate performance appraisal scheme, this paper clarifies the guiding ideology and basic principles of the optimization of the corporate performance appraisal scheme, through in-depth analysis of the factors affecting corporate performance, and combines the theory of corporate social responsibility. The principle of key performance indicators, the construction of SW company performance appraisal index system. Third, re-evaluate the performance evaluation index system of SW company, get the weight of each index, and take the key position as an analysis example. Make clear the performance appraisal standard of SW company, design the implementation steps of the performance appraisal scheme, clarify the feedback mechanism and application way of the performance appraisal result; 4th, aimed at SW company performance appraisal plan, abstracts the safeguard measure from personnel, organization, system and so on. The main innovation points are as follows: firstly, the enterprise environmental protection responsibility is brought into the enterprise performance appraisal, and the integrated performance appraisal index system embedded in the environment factor is constructed by using the key performance index, which enriches the enterprise performance appraisal theory; Secondly, taking SW Company, a representative petrochemical industry enterprise, as the research object, it focuses on the optimization of its performance appraisal scheme, which provides an important decision basis for the promotion of the competitiveness of SW Company. And provides the decision reference for the same type enterprise performance appraisal plan construction and the implementation.
