低碳环保政策下电力行业的发展研究

【摘要】:随着经济的快速发展,人类在创造巨大物质财富的同时,对环境的污染也越来越厉害。为了保护人类赖以生存的环境,保持经济可持续发展,全世界的国家和地区都在积极推行低碳环保政策,我国也不例外。我国政府曾承诺,到2020年单位GDP二氧化碳的排放量要比2005年下降40%-45%。鉴于目前我国二氧化碳的排放情况,要实现这个目标显然任重而道远。电力行业作为二氧化碳的排放大户,其二氧化碳的排放量如何将直接影响我国低碳目标能否实现。因此,研究低碳环保政策对电力行业发展的影响,无论在理论方面还是在实践方面都有重要的意义。理论方面的意义在于,本课题丰富了我国电力行业的发展以及低碳环保方面的研究。实践意义在于,本文研究如何做到低碳环保政策下电力行业的正常运行,对于国家经济的发展和家庭生活正常进行都有重要的意义。 本文的框架结构主要分为四部分:第一部分,对电力行业的发展现状以及低碳环保的相关研究理论和知识进行学习和总结,为本研究指明方向,并为本文的研究打下理论基础;第二部分,调查分析我国电力行业的现状以及在低碳环保政策下我国电力行业发展中存在的问题;第三部分,在前面调查分析的基础上,提出低碳环保政策下电力行业的发展规划;第四部分,在前面理论学习的基础和对我国电力行业分析的基础上,为电力行业的低碳化发展提出政策建议。 通过研究,本文得出以下几点结论:第一,要想顺利实现低碳环保目标,必须对电力行业的电源结构进行调整。通过对我国电力行业电源结构的现状分析可以看出,目前我国电力行业的电源以火电为主,而水电装机容量增长缓慢、风电所占比例偏低、核电装机容量增长缓慢、太阳能电所占比例过低。这种结构不利于电力行业的低碳化发展。第二,在低碳环保政策下,电力行业必须要采取措施优化电源结构,具体可以采取以下措施:加大水电和核电开发力度、积极发展非水可再生能源发电、稳步开展智能电网建设。第三,要想在低碳环保政策下推动我国电力行业的发展,光靠电力行业本身是难以完成的。国家和政府必须要制定相应的政策,具体来说可以从以下几个方面考虑:健全电力行业低碳化发展的法律法规、完善低碳环保政策下电力行业发展的经济政策、改进电力行业低碳化发展的市场机制、落实电力行业低碳环保目标责任制。 本文的创新之处主要有两点:第一,系统全面的分析了我国电力行业的发展现状以及低碳环保的现状,而目前如此系统全面的研究分析还很少。第二,本文的研究是建立在大量最新数据的基础上,而目前国内的研究数据相对来说要显得陈旧,因而本文的研究更加与时俱进。 本文的不足之处在于对低碳环保政策下我国电力行业的问题分析不够深刻,对低碳环保政策下电力行业的发展规划和提出的政策建议可能会存在一定局限性。不足之处还请各位老师批评指正,本人会在以后的学习和工作中认真总结,提高自己的理论和实践水平。
[Abstract]:With the rapid development of economy, human beings have created enormous material wealth at the same time, the environmental pollution is more and more fierce. In order to protect the environment for human survival, maintain sustainable economic development, countries and regions around the world are actively promoting low-carbon environmental protection policy, China is no exception. The Chinese government had promised. The carbon dioxide emissions per GDP in 2020 than in 2005 dropped 40%-45%. in view of the current situation of our country's carbon dioxide emissions, to achieve this goal is go15. Electric power industry as emitters of carbon dioxide, the carbon dioxide emissions will directly affect the success of China's low carbon target. Therefore, study on the effect of low carbon environmental protection the policy on the development of the power industry, either in theory or in practice are of great significance. The significance lies in theory, this research enriches our country electric power The development of the industry and the research of low carbon and environmental protection is of practical significance. This paper studies how to achieve the normal operation of the electric power industry under the low carbon and environmental protection policy, which is of great significance for the national economic development and the normal family life.
This framework is divided into four parts: the first part, the current development of the power industry and low carbon environmental protection related theory and knowledge learning and summarize the direction for this research, and for the study of this paper lay a theoretical foundation; the second part, current situation investigation and analysis of China's electric power industry and the problems the development of China's electric power industry in the low carbon environmental protection policy; the third part, based on the above investigation and analysis, put forward the development planning of power industry low carbon environmental protection policy; the fourth part, based on the basis of theoretical study and Analysis on the front of the power industry in China, and put forward some policy suggestions to low the low-carbon development of the power industry.
Through the research, this paper draws the following conclusions: first, in order to successfully achieve a low carbon environmental protection targets, the power structure of the power industry must be adjusted. Through analyzing the present situation of China's electric power industry power supply structure analysis can be seen, the current power of China's electric power industry to fire and electricity, hydropower installed capacity growth is slow the proportion is low, wind power, nuclear power installed capacity of slow growth, the proportion of solar power is too low. This structure is not conducive to the development of low-carbon power industry. In second, low carbon environmental protection policy, the power industry must take measures to optimize the power structure, the concrete can take the following measures: to increase hydropower and nuclear power development efforts, the positive development of non water renewable energy generation, the steady development of smart grid construction. Third, to promote the development of China's electric power industry in the low carbon environmental protection policy, rely on the power industry itself is It is difficult to complete. The state and the government must formulate corresponding policies, specifically from the following aspects: perfecting the laws and regulations of low carbon development of electric power industry, electric power industry and improve the development of low carbon environmental protection under the policy of economic policy, market mechanism to improve the low-carbon development of electric power industry, electric power industry to implement low carbon environmental protection target responsibility system.
The main innovations of this article are: first, systematic and comprehensive analysis of the current development of China's electric power industry and the present situation of low carbon environmental protection, but there is little research on this analysis systematically. Second, this paper is based on a large number of the latest data, and the current research data of domestic relatively to be old, so this study more times.
The shortage of this article is to our country electric power industry low carbon environmental protection policy of the analysis is not deep enough, the development planning of power industry low carbon environmental protection policy and policy proposals, there may be some limitations. The inadequacies also please the teacher criticism, the people will be in the future study and work seriously summing up, improve their level of theory and practice.
