【摘要】:加入WTO后,中国烟草行业已经成为一个半开放的市场,国际竞争和国内竞争更加激烈。企业文化建设成为影响烟草企业生存和发展的重要方面。2006年11月,湖南中烟公司与下属长沙卷烟厂、常德卷烟厂联合重组,更名改制为湖南中烟工业有限责任公司。如何实现规模扩张后的持续健康稳定发展,企业文化建设是重要的战略举措。只有通过文化建设,真正实现管理融合、人心融合、思想融合,才能使湖南中烟公司的核心竞争力得到实质性提升。 本文以合并重组后的湖南中烟公司企业文化建设过程中存在的问题为背景,用规范分析与实证研究相结合的方法,对湖南中烟公司文化建设的规划设计与实施进行分析研究。论文首先回顾了湖南中烟公司的历史,,分析了湖南中烟公司整合以前各下属工厂的文化建设情况。分析了湖南中烟公司企业文化建设仍然面临各下属企业员工对企业文化的作用与内涵及价值体系等认知仍存在较大差异、企业文化与公司战略及价值判别标准等有关方面的结合不紧密、文化建设的力度与公司对文化发展的需求不匹配等问题。因此,在进一步分析研究的基础上,提出了进一步整合和提升湖南中烟公司企业文化的步骤和措施:首先,在公司发展目标的基础上确定其企业文化建设的目标;其次,从内容的角度构建湖南中烟公司企业文化建设的具体方案;最后,为确保公司企业文化建设方案的实施,从计划和过程控制入手,先从人才、体系、制度方面做好计划和准备,然后,在过程控制对体系运行、宣贯、子文化建设、评价、控制、问题解决等环节做好相关工作。 本文力图通过对湖南中烟公司从组合、整合、磨合到融合的企业文化建设过程的观察学习,研究寻找企业文化建设方面的方法和规律。

Therefore, on the basis of further analysis and research, put forward the further integration and promotion of tobacco in Hunan The steps and measures of corporate culture: first, based on the company's development goals on the goal of enterprise culture construction; secondly, construction of the concrete construction scheme of tobacco company corporate culture in Hunan from the angle of content; finally, to ensure the implementation of the program of the corporate culture construction, starting from the control plan and process, from the first personnel, system, system plan and prepare, then, in the process control system, operation of publicizing, sub cultural construction, evaluation, control, problem solving and other aspects of the related work.
This paper tries to find ways and rules of corporate culture construction through studying and observing the learning process of Hunan tobacco company from the combination, integration and integration to the corporate culture construction process.
