山西阳光电厂技改项目环境影响与可持续发展评价研究

【摘要】:作为国民经济的基础和先导行业,电力对国民经济的发展起着先导和支撑作用。目前,我国仍以煤炭为主要一次能源,火电在我国发电行业中占据着主导地位,然而一直以来火电企业却是我国环境的主要污染源之一。因此,对火电项目进行环境影响与可持续发展评价研究具有重要意义。 本文对国内外项目后评价、环境影响和可持续发展后评价的研究动态进行了总结,并对火电厂技改项目环境影响与可持续发展后评价的基本理论进行了阐述。在对阳光电厂技改项目充分调研的基础上,开展对阳光电厂技改项目的环境影响与可持续发展评价。首先对技改项目的环境影响进行了详细的分析,结合技改项目的实际情况,构建了阳光电厂技改项目环境影响后评价指标体系,采用层次分析法-灰色三角白化权函数进行了环境影响评价实证研究,并提出相关改进建议。其次,对阳光电厂技改后可持续发展的内外部环境进行了全面的分析,结合电厂的实际情况,构建了阳光电厂可持续发展评价指标体系,采用主成分分析-物元可拓模型对技改后的阳光电厂进行了可持续发展评价实证研究,并提出了相关改进建议。 阳光电厂技改项目环境影响与可持续发展评价指标的建立和综合评价方法的应用,为火电项目环境影响与可持续发展的评价提供了一定的科学方法,并为同类项目的评价工作提供借鉴和参考。
[Abstract]:As the foundation and leading industry of the national economy, electric power plays a leading and supporting role in the development of the national economy. At present, coal is still the main primary energy in China, and thermal power plays a leading role in the power generation industry in China. However, thermal power enterprises have always been one of the main sources of environmental pollution in China. Therefore, it is of great significance to evaluate the environmental impact and sustainable development of thermal power projects. In this paper, the research trends of post-evaluation, environmental impact and sustainable development of domestic and foreign projects are summarized. The basic theory of environmental impact and sustainable development post-evaluation of technical transformation project of thermal power plant is expounded. The environmental impact and sustainable development of the technical innovation project of the Sunshine Power Plant are evaluated. Firstly, the environmental impact of the technical innovation project is analyzed in detail, and combined with the actual situation of the technical innovation project, In this paper, an index system of post-environmental impact assessment for the technical transformation project of Sunshine Power Plant is constructed, and an empirical study on environmental impact assessment is carried out by using the analytic hierarchy process (AHP) -grey triangle whitening weight function, and some suggestions for improvement are put forward. The internal and external environment of the sustainable development after the technical transformation of the Sunshine Power Plant is comprehensively analyzed, and the evaluation index system of the sustainable development of the Sunshine Power Plant is constructed in combination with the actual situation of the power plant. Using principal component analysis (PCA)-matter-element extension model (PCA), the sustainable development evaluation of Sunshine Power Plant after technical transformation is studied, and some suggestions for improvement are put forward. The establishment of environmental impact and sustainable development evaluation index and the application of comprehensive evaluation method in the technical transformation project of solar power plant provide a certain scientific method for the evaluation of environmental impact and sustainable development of thermal power project. And for the evaluation of similar projects to provide reference and reference.
