影响中国新能源产业政策有效性的因素分析

【摘要】：能源作为人类生存发展的重要基础，随着世界经济飞速发展，其消耗量呈几何级数增长。面对传统化石能源日益枯竭、环境质量急速恶化的现实，各种可再生的新能源作为替代方案在各国政府的大力支持下，如火如荼地发展起来。产业政策无疑在新能源研发、起步，乃至成功商业化之前的各关键阶段都扮演着重要角色。作为一国政府主动干预产业活动的经济手段，新能源产业政策的效果如何势必关涉该产业的国际竞争力。而哪些因素对新能源产业政策有效性产生重大影响，分别又是怎么在起作用？这些问题正是本文试图解答的。本文在梳理产业政策有效性相关理论的基础上，首先介绍新能源产业的通常规律、目前在全球和中国的发展状况，以及中国的政策实践。其次，分析中国新能源产业政策在国际环境、市场和规则等不同制约因素的影响下，其政策有效性的相关问题。再次，，分析增强新能源产业政策有效性的“国内因素”主要有哪些，它们又是如何发挥作用的。最后，试图通过对影响产业发展的各种因素的综合，建立一套新能源产业政策有效性评估的指标体系。
[Abstract]:Energy as an important foundation of human survival and development, with the rapid development of the world economy, its consumption has increased exponentially. Facing the reality of the depletion of traditional fossil energy and the rapid deterioration of environmental quality, Various renewable new energy sources are developing in full swing with the strong support of the governments of various countries. Industrial policies are undoubtedly beginning in the development of new energy sources. And even the key stages before successful commercialization play an important role. As an economic means for a government to intervene actively in industrial activities, The effect of the new energy industry policy is bound to affect the international competitiveness of the industry. What factors have a significant impact on the effectiveness of the new energy industry policy, and how do they play a role? These questions are exactly what this paper is trying to solve. On the basis of combing the relevant theories of industrial policy effectiveness, this paper first introduces the general law of new energy industry, the current development situation in the world and China, and the policy practice in China. Under the influence of the international environment, the market and the rules, this paper analyzes the related problems of the policy effectiveness of China's new energy industry policy. Thirdly, it analyzes the "domestic factors" that enhance the efficiency of the new energy industry policy. Finally, this paper tries to establish a set of index system to evaluate the effectiveness of new energy industry policy by synthesizing various factors that affect the development of industry.
