上海电缆研究所改制背景下薪酬模式研究

【摘要】:2012年上海电缆研究所所长魏东在《上海国资》采访中提出了“一所两制”的方针,就是让科技开发与科技服务实行现代科研院所制度,而高新技术产业发展实施现代企业制度;让所内的科技服务业与产品制造业并行发展。本文从薪酬模式入手针对“一所两制”战略提出了相应的双薪并轨的薪酬模式。为现代企业制度和现代科研院所制度分别设计适合其发展的薪酬模式,用有效的考核方式和激励措施分别来提高两个制度下的员工的效率和积极性。符合科研院所制度的员工就要用科研项目中体现的“知识”拥有量和贡献量来衡量他们的薪酬水平;符合现代企业制度的员工就要用生产量或者销售量来衡量他们的薪酬水平。同时本文还尝试探索一个院所内两种制度下的部门或实体之间的合作,形成合力提高竞争优势。打破科研院所原本单一沉闷的薪酬模式,,提倡现代企业员工提成制和工时制、现代科研院所员工项目制,使之相互区别又相互联系。能真正激励科研院所内的所有员工将是上海电缆研究所提高市场竞争力的有效途径。
[Abstract]:In 2012, Wei Dong, director of Shanghai Cable Research Institute, put forward the policy of "one institute and two systems" in the interview of Shanghai State Capital, that is, to let science and technology development and science and technology service implement modern scientific research institute system, and high and new technology industry development to implement modern enterprise system; This paper puts forward the corresponding compensation model of "one institute and two systems" in view of the strategy of "one institute and two systems". It is for the modern enterprise system and the modern scientific research institute system. To design salary models that are suitable for their development, The efficiency and enthusiasm of employees under the two systems should be improved by effective assessment methods and incentive measures respectively. The employees who conform to the system of scientific research institutes should be measured by the amount of "knowledge" and the amount of contributions embodied in scientific research projects. Their pay levels; Employees who conform to the modern enterprise system are required to measure their salary levels in terms of production or sales. At the same time, this paper also tries to explore the cooperation between departments or entities under two systems in an institute. To form a joint effort to improve competitive advantage, to break the original single and dreary salary model of scientific research institutes, to advocate the system of staff commission and working hours in modern enterprises, and to establish a project system for employees in modern scientific research institutes. It will be an effective way for Shanghai Cable Research Institute to improve its market competitiveness.
