广安烟草目标管理方案设计

【摘要】:目标管理作为提升组织绩效和开发组织团队、个体的潜能,使组织不断获得成功的管理思想和具有战略意义的、整合的管理方法,现在越来越受到企业的重视,并逐渐被人们接受和认可。 烟草行业是计划管理、政企合一的特殊行业。长期以来,由于管理体制等问题,广安烟草存在目标管理体系缺乏、管理精细化不够等诸多问题,致使整个企业管理效率低、队伍缺乏活力、内涵指标差。 针对广安烟草目标管理存在的问题,在关键绩效指标、平衡计分卡、对标管理等理论的指导下,结合企业实际,本文对广安烟草目标管理体系方案进行了设计。目的是要解决广安烟草目标管理方面存在的问题,提高广安烟草管理水平,使广安烟草的战略目标得以顺利地实现。 全文共分为五部分:第一部分主要阐述目标管理的基本理论、基本流程和目标管理的主要方法。第二部分主要阐述广安烟草简介、组织架构、发展战略、人力资源现状、目标管理现状和存在的问题。第三部分主要介绍广安烟草目标管理方案设计。第四部分主要介绍广安烟草目标体系指标设计。这部分是本文的重点内容。第五部分主要是介绍目标管理方案评估,对目标管理方案进行总结,并对以后的目标管理工作提出相关启示和建议。
[Abstract]:Objective management as a way to improve organizational performance and develop organizational team, individual potential, so that the organization continues to obtain successful management ideas and strategic significance, integrated management methods, now more and more attention by enterprises. And gradually accepted and recognized by people. Tobacco industry is a special industry of planning management and integration of government and enterprise. For a long time, due to the problems of management system and other problems, Guangan Tobacco has many problems, such as lack of target management system, insufficient fine management and so on, resulting in the low efficiency of the management of the whole enterprise. The team lacks vigor, connotation index is poor. Aiming at the problems existing in the objective management of Guangan tobacco, under the guidance of the key performance index, balanced scorecard, standard management and so on, combined with the actual situation of the enterprise, The aim of this paper is to solve the problems existing in Guangan tobacco target management, improve the level of Guangan tobacco management, and make the strategic goal of Guangan tobacco come true smoothly. The paper is divided into five parts: the first part mainly describes the basic theory of objective management, the basic process and the main methods of goal management. The second part mainly describes the introduction of Guangan tobacco, organizational structure, development strategy, human resources status. The third part mainly introduces the design of Guangan tobacco target management scheme. 4th part mainly introduces Guangan tobacco target system index design. This part is the key content of this paper. 5th parts. The main purpose of this paper is to introduce the evaluation of the target management scheme, This paper summarizes the goal management scheme, and puts forward some enlightenment and suggestions for the future goal management.
