【摘要】:煤炭储运配送中心是煤炭贸易过程中最基础的、最重要的组成部分,提供配煤、中转、仓储、配送等服务,是我国煤炭行业南北长途运输中非常重要的节点。由于市场需求具有多样性,产品过于单一就会被市场淘汰,因此要求企业必须具有核心竞争力,提供的煤炭种类必须具有多样性来满足不同市场主体的需求。由于煤炭开采基地和煤炭销售地点在地理上被阻隔,我国煤炭行业一直都是靠长途运输来满足煤炭市场需求,因此组建煤炭储运配送中心是非常必要的。本文主要研究对象是山东省暖洋洋煤炭储运配送中心建设项目。煤炭储运配送中心建设项目初期的投资建设和后续的运营过程面临着种种风险。首先根据项目风险管理运行的原理,对山东省暖洋洋煤炭储运配送中心建设项目进行了具体的分析,通过风险识别揭示产生风险的来源,构建了适合山东省暖洋洋煤炭储运配送中心建设项目风险管理的评价指标模型,通过层次分析法确定了各风险评价指标的权值,最后通过模糊综合评判法确定项目的风险等级,并根据风险的等级给出相应的对策。本文的研究成果对山东省暖洋洋煤炭储运配送中心建设项目的评估工作起到了积极的意义,为项目监管人员及项目高层领导者提供了一个完整的评价指标模型,从而帮助项目监管人员及领导随时了解项目的发展动态,客观审视风险因子,为项目经营策略的确定提供科学决策支持。
[Abstract]:The coal storage and transportation distribution center is the most basic and important part of the coal trade process. It provides coal blending, transit, warehousing, distribution and other services. It is a very important node in the long-distance transportation between north and south of coal industry in our country. Because of the diversity of market demand, if the product is too single, it will be eliminated by the market. Therefore, enterprises must have core competitiveness. The types of coal provided must be diversified to meet the needs of different market players. Because coal mining bases and coal sales sites are geographically blocked, China's coal industry has always relied on long-distance transportation to meet the needs of the coal market. Therefore, it is very necessary to set up coal storage and transportation distribution center. The main research object of this paper is the construction project of Shandong warm ocean coal storage and transportation distribution center. Investment construction and follow-up of coal storage and transportation distribution center construction project at the beginning of the coal storage and transportation distribution center construction project. The operation process is faced with various risks. Firstly, according to the principle of project risk management, This paper has carried on the concrete analysis to the Shandong Province warm ocean coal storage and transportation distribution center construction project, through the risk identification has revealed the source of the risk, The evaluation index model suitable for the risk management of coal storage and transportation distribution center construction project in Shandong Province is constructed. The weight value of each risk evaluation index is determined by analytic hierarchy process (AHP). Finally, the risk grade of the project is determined by fuzzy comprehensive evaluation method. According to the risk level, the corresponding countermeasures are given. The research results of this paper play a positive role in the evaluation of the construction project of the coal storage and transportation distribution center in Shandong Province. It provides a complete evaluation index model for project supervisors and senior project leaders, which helps the project supervisors and leaders to keep abreast of the development of the project and to examine the risk factors objectively. Provide scientific decision support for project management strategy determination.
