工程保险在我国建设项目中的应用和发展对策研究

【摘要】:新技术、新材料和新工艺的采用,大大提高了建设工程施工风险。工程保险作为转移工程风险的重要手段,在实际的操作过程中,其内部各因素之间以及与外界环境的相互影响错综复杂,对其发展和应用的研究和深入探讨具有重要意义。本文针对我国建设工程保险的现状及存在问题,借鉴国际上先进的工程保险经验,并在比较研究的基础之上,全面分析问题,对工程保险在我国建设项目中的应用和发展策略展开了深入探讨,取得了下列研究成果: (1)结合我国建设工程保险的特点分析其发展现状、存在问题与影响因素,并与国外发达国家的建设工程保险应用情况进行比较分析,借鉴其先进经验,并论述了建设工程保险的参与主体及运作原理; (2)探讨了建设工程保险的风险管理模式,构建了基于工程保险的风险管理模式架构,制定了基于工程保险的风险管理实施流程,并提出保险公司工程风险管理措施,制定了基于工程保险的风险管控流程图; (3)提出了基于效用函数的工程保险费率的厘定模型,为优化我国建设工程保险费率厘定方法提供了参考; (4)在借鉴国外发达国家工程保险监管制度及模式经验的基础上,提出了我国工程保险监管制度的构建措施,以及确立我国工程保险监管的合理模式的思路; (5)全面论述了我国建设工程保险的未来发展策略,指明了建设工程保险的发展方向,从宏观和微观角度提出了建设工程保险的发展对策。
[Abstract]:The adoption of new technologies, new materials and new technologies has greatly increased the construction risks of construction projects. As an important means of transferring engineering risks, engineering insurance is used in the actual operation process. The internal factors and the interaction with the external environment are complicated, so it is of great significance to study and discuss the development and application of these factors. This paper aims at the present situation and existing problems of the construction engineering insurance in China. Drawing lessons from the international advanced engineering insurance experience, and on the basis of comparative research, this paper comprehensively analyzes the problems, and probes into the application and development strategy of engineering insurance in construction projects of our country, and obtains the following research results:. 1) analyzing the present situation, existing problems and influencing factors of construction engineering insurance in our country, and comparing it with the application of construction engineering insurance in developed countries, and drawing lessons from its advanced experience. The main body and operation principle of construction engineering insurance are discussed. This paper discusses the risk management mode of construction engineering insurance, constructs the risk management model framework based on engineering insurance, formulates the implementation flow of risk management based on engineering insurance, and puts forward the engineering risk management measures of insurance company. The flow chart of risk control based on engineering insurance is established. 3) the model of engineering insurance rate determination based on utility function is put forward, which provides a reference for optimizing the method of determining construction insurance rate in China. 4) on the basis of drawing lessons from the experience of the supervision system and mode of engineering insurance in developed countries, this paper puts forward the construction measures of the supervision system of engineering insurance in our country and the idea of establishing a reasonable mode of supervision of engineering insurance in our country. This paper comprehensively discusses the future development strategy of construction engineering insurance in China, points out the development direction of construction engineering insurance, and puts forward the development countermeasures of construction engineering insurance from macro and micro angles.
