大连市食品生产安全监管对策研究

【摘要】：食品安全关系到广大人民群众的身体健康和生命安全,关系到社会的和和谐定,关系到国家的长远发展。确保食品安全,最大限度地降低食品安全隐患及风险性,是食品行业的责任，也是各地政府监管的目标。大连作为一个快速发展的经济城市，近年来其食品加工业增长迅速,经济效益不断提高。大连的食品安全监管在多方努力下采取了各种措施,取得了一定效果。但是,大连市周边地区小作坊、小企业为数众多,生产条件和管理水平较低,生产经营方式落后,特别是部分食品生产经营者法律意识淡薄，，违法经营和不规范生产加工食品问题的依旧突出,从而导致大连食品安全形势严峻,食品安全依然面临重大挑战。本义在允分总结分析国内外相关研究进展的基础上,介绍了大连市食品加工业的基本情况,并对其优劣势进行分析。在详细说明了大连市食平安全监管法律法规休系之后,利用词频分析法分析了大连市制定的相关食品安全监管政策,发现大连市食品安全监管部门对食品生产加工环节的监管主要是监督抽查、风险监测和生产许可三方面展开的。同时,大连市食品生产安全监管存在一定问题题,包括监管体制存在的问题、监管法律法规存在的问题及监管环境存在的问题,应从监管体制、监管程序、监管手段等单个方面,采取积极的对策措施,使大连市食品生产安全监管状况得到改善。
[Abstract]:Food safety is related to the physical health and life safety of the broad masses of the people, to the social and harmonious development, to the long-term development of the country, to ensuring food safety and to minimizing the hidden dangers and risks of food safety. Is the responsibility of the food industry, but also the goal of local government regulation. As a rapidly developing economic city, Dalian's food processing industry has been growing rapidly in recent years, and its economic benefits have been continuously improved. Dalian's food safety supervision has taken various measures under various efforts and achieved certain results. The small workshops and small enterprises in the surrounding areas of Dalian are numerous, with low production conditions and management levels, backward production and management methods, especially the weak legal awareness of some food producers and operators. The problem of illegal operation and non-standard production and processing of food is still prominent, which leads to the serious situation of food safety in Dalian, and the food safety is still facing major challenges. On the basis of summarizing and analyzing the relevant research progress at home and abroad, Benyi introduces the basic situation of Dalian food processing industry and analyzes its advantages and disadvantages. By using the word frequency analysis method, this paper analyzes the relevant food safety supervision policies formulated in Dalian, and finds that the supervision of food safety supervision in Dalian is mainly the supervision and sampling inspection of food production and processing. Risk monitoring and production licensing. At the same time, there are certain problems in the supervision of food production safety in Dalian, including the problems in the regulatory system, the problems in the regulatory laws and regulations, and the problems in the regulatory environment. In order to improve the situation of food safety supervision in Dalian, we should take active countermeasures from the aspects of supervision system, supervision procedure, supervision means and so on.
