我国化工行业的环境规制效率研究

【摘要】：随着中国经济的快速发展，对于环境的污染和破坏也变得越来越严重，环境保护问题越来越多的得到了世界各国政府的关注，我国政府采取了多种措施来治理和改善环境问题。化工行业一直以来属于重污染行业，对于化工行业的污染治理也是相关环境规制部门的重要工作之一，可以说化工行业环境规制效果的好坏直接影响了我国环境规制的效果，所以分析当前我国对于化工行业环境规制的效率问题也就显得尤为重要。本文从化工行业环境规制的现状入手，研究了对化工行业进行环境规制的主要方式和当前化工行业环境规制的效果，并采用数据包络分析法DEA分析法和SE-DEA分析法研究了2000年-2010年间我国化工行业环境规制效率，同时分析了化工行业环境规制效率不高的原因并针对这些原因提出了相应的对策建议。文章在研究中发现目前我国化工行业的环境规制方式以“命令与控制”型方式为主，市场化的环境规制方式为辅；化工行业的废水和废气排放量并没有得到很好地控制，固体废弃物的排放量有逐年减少的趋势。在测算的2000年-2010年间化工行业的环境规制效率中，，发现尽管化工行业的环境规制效率在近几年是相对有效率的，但总体来说效率并不是很高。我国环境规制法律法规、环境规制部门存在不足及漏洞以及化工企业缺乏排污激励、缺少公众媒体的参与监督是造成了化工行业环境规制效率低下的原因。并就此提出了应完善针对化工行业环境规制的法律法规、加大对于违规企业的惩罚力度、明确规制部门的权责、提高企业的排污激励及建立良好的公众媒体积极参与监督机制以提高化工行业的环境规制效率。
[Abstract]:With the rapid development of China's economy, pollution and damage to the environment have become more and more serious, and environmental protection problems have been paid more and more attention by governments all over the world. Our government has taken a variety of measures to deal with and improve environmental problems. The chemical industry has always been a heavy pollution industry, for the chemical industry pollution control is also one of the important work of the relevant environmental regulation departments. It can be said that the effect of environmental regulation in chemical industry has a direct impact on the effect of environmental regulation in China, so it is particularly important to analyze the efficiency of environmental regulation in chemical industry. Starting from the current situation of environmental regulation in chemical industry, this paper studies the main ways of environmental regulation in chemical industry and the effect of environmental regulation in chemical industry at present. The environmental regulation efficiency of chemical industry in China from 2000 to 2010 was studied by data envelopment analysis (DEA) and SE-DEA analysis. At the same time, the reasons for the low efficiency of environmental regulation in chemical industry are analyzed and the corresponding countermeasures and suggestions are put forward. In this paper, we find that the environmental regulation mode of chemical industry in China is mainly "command and control" mode, while the market-oriented environmental regulation mode is auxiliary, and the waste water and waste gas emissions of chemical industry are not well controlled. In the environmental regulation efficiency of chemical industry from 2000 to 2010, it is found that although the environmental regulation efficiency of chemical industry is relatively efficient in recent years, But generally speaking, the efficiency is not very high. Our country environmental regulation laws and regulations, the environmental regulation department has the insufficiency and the loophole, and the chemical enterprise lacks the emission incentive, The lack of public media supervision is the cause of the low efficiency of environmental regulation in chemical industry. Therefore, it is suggested that the laws and regulations for environmental regulation in chemical industry should be improved, and the punishment for illegal enterprises should be increased. In order to improve the efficiency of environmental regulation in chemical industry, it is clear that the authority and responsibility of regulatory departments should be clarified, and the incentives for enterprises to discharge pollutants should be improved and a good public media should be established to participate in the supervision mechanism.
