中国石油山东淄博第69加油站项目后评价研究

【摘要】：项目后评价工作在整个项目周期中占据着重要的位置，，国内各行业对项目后评价工作越来越重视，不断加强项目后评价理论方法的研究和应用。2004年底，中国石油天然气集团公司为提高加油站项目的项目管理水平和投资收益，提出了开展项目后评价工作的要求。但是在当前的石油企业中，很多企业开展的项目后评价工作都是简化后评价，没有对项目进行深入分析评价。本文旨在以中国石油山东淄博第69加油站为例，首先构建一套完整的第69加油站项目后评价指标体系，然后对第69加油站开展详细后评价，发现问题，为后期开发的加油站提供借鉴。在对项目后评价工作相关理论进行深入研究的基础上，结合加油站项目的实际情况，本文构建了第69加油站项目后评价指标体系。在该套项目后评价指标体系中，设定了前期工作、建设实施、生产运行、投资与财务效益、影响与持续性五个一级评价指标，每一个一级评价指标下又设立了多项二级评价指标，通过利用层次分析法确定了各指标的权重。以构建的第69加油站项目后评价指标体系为依据，本文对第69加油站进行了详细后评价，并利用成功度模糊综合评价法对第69加油站进行了综合后评价。通过对后评价结果的分析，总结第69加油站开发、建设、运营过程中存在的诸多问题，提炼出有代表性的问题，为后期开发的加油站提供借鉴，从而提高加油站项目的投资收益。
[Abstract]:Post-project evaluation occupies an important position in the whole project cycle. The domestic industries pay more and more attention to the post-project evaluation, and strengthen the research and application of the theory and method of post-project evaluation at the end of 2004. In order to improve the project management level and investment income of the gas station project, CNPC has put forward the request to carry out the post-project evaluation work. However, in the current oil enterprises, Many enterprises carry out post-project evaluation work is simplified post-evaluation, there is no in-depth analysis and evaluation of the project. The purpose of this paper is to take PetroChina Shandong Zibo No. 69 Gas Station as an example. Firstly, a complete post-evaluation index system of the 69th gas station project is constructed, and then the detailed post-evaluation of the 69th gas station is carried out to find out the problems, which can be used as a reference for the later development of the gas station. On the basis of deep research on the relevant theories of post-project evaluation, combined with the actual situation of the gas station project, this paper constructs the post-evaluation index system of the 69th gas station project. Five primary evaluation indicators, namely, pre-work, construction implementation, production operation, investment and financial benefits, impact and sustainability, have been set up, and several second-level evaluation indicators have been set up under each first-level evaluation index. The weight of each index is determined by using analytic hierarchy process. Based on the post-evaluation index system of the 69th gas station project, the detailed post-evaluation of the 69th gas station is carried out in this paper. Through the analysis of the results of the post-evaluation, many problems in the development, construction and operation of the No. 69 gas station are summarized, and the representative problems are extracted. To provide reference for the later development of the gas station, so as to improve the investment income of the gas station project.
