【摘要】：水是生命之源、生产之要、生态之基。水是新疆可持续发展的命脉,水利兴则新疆兴,水利设施是经济社会发展的重要基础设施,是新疆实现跨越式发展和长治久安的制约性工程、基础性工程、先导性工程、核心性工程。几年来,随着国家对水利工程在政策、资金等方面的投入不断加大,新疆和新疆生产建设兵团(以下简称兵团)的水利工程建设与管理也得到了长足发展,但也存在一些水利工程前期工作进度和质量仍然不能满足水利跨越式发展的要求,一些水利工程建设管理力量不足、建设管理不规范、监管不到位等现象仍然普遍存在,水利行业自身能力建设需要进一步加强等一些突出的问题。因而不断完善水利工程建设管理体制,切实提高水利工程建设管理水平,更好地提高水利工程的综合效益,任务重要而迫切。本文介绍了国外水利工程建设管理情况,阐述了我国水利工程建设管理体制历史、发展和现状,例举了国内和新疆范围内比较典型水利枢纽工程建设管理体制,对兵团最大的在建水利工程----肯斯瓦特水利枢纽工程建设管理体制进行了分析探索,指出：项目法人制是水利工程建设管理体制“四制”的核心,项目法人制度的核心是做好法人治理。
[Abstract]:Water is the source of life, the key to production, and the basis of ecology. Water is the lifeblood of Xinjiang's sustainable development, and water conservancy is an important infrastructure for economic and social development. It is a restrictive project, a basic project, a pilot project, a core project to achieve leapfrog development and long-term stability in Xinjiang. Over the past few years, as the state has continuously increased its investment in water conservancy projects in terms of policies, funds, etc. The construction and management of water conservancy projects in Xinjiang and Xinjiang production and Construction Corps (hereinafter referred to as the Corps) have also made considerable progress, but there are still some water conservancy projects that cannot meet the requirements of leap-forward development of water conservancy. Some water conservancy project construction management strength is insufficient, the construction management is not standardized, the supervision is not in place and so on the phenomenon still exists generally. Therefore, the management system of water conservancy project construction should be improved continuously, the management level of water conservancy project construction should be improved, and the comprehensive benefit of water conservancy project should be improved better. The task is important and urgent. This paper introduces the management situation of water conservancy project construction abroad, expounds the history, development and present situation of water conservancy project construction management system in our country, and gives examples of typical water conservancy project construction management system in China and Xinjiang. This paper analyzes and explores the construction management system of the largest water conservancy project under construction in Bingtuan, -Kenswatt, and points out that the project legal person system is the core of the "four systems" in the water conservancy project construction management system. The core of the project legal person system is to do a good job of corporate governance.
