青化砭采油厂企业安全文化建设研究

【摘要】：企业安全文化是企业在长期的生产经营过程中形成的,被企业员工所认可、遵循的具有企业特色的安全思想观念、制度等,是企业安全物质财富与精神财富的总和。随着国内外对于安全生产监管力度的不断增强,“以人为本”理念的不断深入,人们对于安全生产,确保员工生命安全健康的日益关注。因此,作为企业应该加强对企业安全文化的建设,以增强员工的安全意识,提高员工安全知识和技能,提升安全素质和规范安全行为,确保员工的生命安全健康及生产的安全有序开展。本文主要针对青化砭采油厂在企业安全文化建设中的存在的问题,比如,部分员工安全素质较低,安全观念模糊不清；注重安全文化的外在形式,缺乏内涵建设；安全文化建设方法措施单一,创新不足；安全文化建设与生产经营结合不够紧密等问题。主要采用文献梳理、调查研究等方法,运用企业安全文化建设的相关理论、方法,结合青化砭采油厂企业安全文化建设的现状,采取多种措施以推进企业安全文化的建设。本文简单介绍了企业安全文化建设的相关概念、内涵、特点及功能,以人为本的企业安全文化和学习型安全文化,对青化砭采油厂的基本情况作了简单的介绍,详细说明和分析了该厂在企业安全文化建设中取得的成绩和存在的不足,进而阐明了企业安全文化建设的目标、原则和内容,通过构建企业安全文化培训教育体系,建立企业安全文化激励机制,以班组安全文化建设为核心,将企业安全文化建设与学习型组织建设结合起来,并且采用合适的方法对其建设效果进行评价。通过明确企业安全文化实施的原则,员工及管理层观念的转变,设立企业安全文化建设的组织机构,加强企业安全文化建设的制度保障体系建设和班组安全文化的建设,充分发挥安全科技在企业安全文化建设中的作用,加大企业安全文化建设投入力度等保障措施的实施,并且从经济效益和社会效益两个方面对青化砭采油厂的企业安全文化建设效果进行评价,以便更好的推进企业安全文化建设。最后对全文进行总结并提出需要进一步研究的问题。
[Abstract]:Enterprise safety culture is formed in the long process of production and management, recognized by the enterprise staff, followed by the enterprise characteristics of safety ideas, systems, etc. It is the sum of material wealth and spiritual wealth of enterprise safety. With the strengthening of supervision on production safety at home and abroad and the deepening of the concept of "people-oriented", people are concerned about safety in production. Therefore, as an enterprise, we should strengthen the construction of safety culture in order to enhance the safety awareness, knowledge and skills of employees, improve safety quality and standardize safety behavior. To ensure the safety and health of employees and the safe and orderly development of production. This paper mainly aims at the existing problems of Qinghuapian Oil production Plant in the construction of enterprise safety culture, for example, the safety quality of some employees is relatively low, the safety concept is vague, the external form of safety culture is emphasized, and the connotation construction is lacking. The methods and measures of safety culture construction are single, the innovation is insufficient, the safety culture construction and the production and management are not closely combined, and so on. The main methods are literature combing, investigation and research, and using the relevant theories and methods of enterprise safety culture construction. Combined with the present situation of enterprise safety culture construction in Qinghuapian oil production plant, various measures are taken to promote the construction of enterprise safety culture. This paper briefly introduces the related concepts, connotation, characteristics and functions of the construction of enterprise safety culture, the safety culture of enterprise and the safety culture of learning type which is people-oriented, and briefly introduces the basic situation of Qinghuapian oil production plant. The achievements and shortcomings of the enterprise safety culture construction are explained and analyzed in detail, and then the goal, principle and content of the enterprise safety culture construction are expounded, and the training and education system of the enterprise safety culture is constructed. To establish the incentive mechanism of enterprise safety culture, to combine the construction of enterprise safety culture with the construction of learning-type organization, with the construction of team safety culture as the core, Through defining the principles of implementing the safety culture, changing the concept of employees and management, establishing the organization of the construction of the safety culture of the enterprise, and adopting the appropriate method to evaluate the effect of the construction of the enterprise safety culture. To strengthen the construction of the institutional guarantee system for the construction of the enterprise safety culture and the construction of the safety culture of the teams and groups, to give full play to the role of safety science and technology in the construction of the enterprise safety culture, and to increase the investment in the construction of the enterprise safety culture, etc. And from the aspects of economic and social benefits, the paper evaluates the effect of enterprise safety culture construction in Qinghuapian oil production plant. In order to better promote the construction of corporate safety culture.
