矿产资源调查项目绩效评价的体系与方法研究

【摘要】:在我国政府部门引入绩效管理后,国土资源部等相关单位也开展了政府绩效评价的试点推进工作。本文依托中国地质调查局绩效评价试点项目——湖南锡田矿区钨锡多金属矿勘查项目,对矿产资源调查项目绩效评价做以研究。 在政府绩效评价、项目绩效评价、地质调查项目绩效评价的理论方法研究基础上,本文以财预[2011]285号文的绩效评价参考指标框架为依据,参考《国家地质工作评价体系研究》中设置的单项指标,针对矿产资源调查项目的行业特点与专业特点进行挑选与补充后,建立矿产资源调查项目绩效评价的指标体系。依据单项指标特点,制定出指标的评分原则与评价标准。 按照综合的评价方法,用算术平均法对矿产资源调查项目绩效评价单项指标进行计算得到二级指标得分,用含权分值法计算二级指标得到一级指标得分,通过对一级指标的加总得到项目总体的绩效得分,并对项目总体绩效得分所显示的项目绩效好坏,建立明确的评判标准。在理论上完整建立矿产资源调查项目的绩效评价体系之后,本文以湖南锡田矿区钨锡多金属矿勘查项目为典型案例,对实施过程中的甲类工作项目进行绩效分析,检验评价体系的科学性与实用性。 通过以上研究,得出结论:矿产资源调查项目具有鲜明的行业特点和专业特点,绩效评价的周期需要根据评价所处的阶段、项目的特点及绩效管理的目标予以确定。矿产资源调查项目绩效评价作用主要表现在项目管理与项目决策两个方面,按矿产资源调查项目的特点设计评价指标体系,对于能定量评价的指标确定了评价的方法与依据,对于不能定量评价的指标,明确了等级区分的标准和评分依据。矿产资源调查项目绩效评价的方法,除了常规的方法外,,其特征性的方法是含权分值法。本研究完成了含权分值法在矿产资源调查项目绩效评价中的具体应用,确定了各项、各级指标含权分值的分配与分值评价标准,保证了绩效评价的可操作性。 矿产资源调查项目绩效评价的内容比较简单一点,指标体系和评价方法比较成熟,矿产资源调查项目绩效评价的理论与方法基本可以推广使用。
[Abstract]:After the introduction of performance management in Chinese government departments, The Ministry of Land and Resources and other relevant units have also carried out the pilot work of government performance evaluation. This paper relies on the pilot project of performance evaluation of China Geological Survey-the tungsten and tin polymetallic exploration project in Xitian Mining area, Hunan Province. To the mineral resources investigation project performance appraisal to do the research. On the basis of the research on the theory and method of government performance evaluation, project performance evaluation and geological survey project performance evaluation, this paper is based on the reference index framework of financial performance evaluation in [2011] 285. Referring to the single index set in the National Geological work Evaluation system, after selecting and supplementing the industry and professional characteristics of the mineral resources survey project, The index system of mineral resources investigation project performance evaluation is established, and according to the characteristics of single index, the scoring principle and evaluation standard of the index are worked out. According to the comprehensive evaluation method, the arithmetic average method is used to calculate the single index of mineral resources investigation project performance evaluation to get the second grade index score, and the second class index score is obtained by using the weight score method to calculate the second grade index score. The overall performance score of the project is obtained by summing up the first-level indicators, and the project performance is shown to be good or bad by the overall performance score of the project. After the establishment of the performance evaluation system of mineral resources investigation project in theory, this paper takes the tungsten and tin polymetallic exploration project in Xitian mining area in Hunan as a typical case. This paper analyzes the performance of Class A work items in the process of implementation, and tests the scientificity and practicability of the evaluation system. Through the above research, it is concluded that the mineral resources survey project has distinct industry characteristics and professional characteristics, and the cycle of performance evaluation needs to be based on the stage of evaluation. The characteristics of the project and the target of the performance management are determined. The evaluation function of the mineral resources survey project is mainly manifested in two aspects: project management and project decision, and the evaluation index system is designed according to the characteristics of the mineral resources survey project. The evaluation method and basis are determined for the indexes that can be quantitatively evaluated, and the criteria for grading and grading are defined for the indexes that cannot be quantitatively evaluated. The methods for evaluating the performance of mineral resources survey projects are not only the conventional methods, but also the conventional methods. The characteristic method is the weighted score method. This study has completed the concrete application of the weighted score method in the performance evaluation of mineral resources investigation projects, and has determined the distribution and evaluation criteria of the weighted scores of the various indexes at all levels. It ensures the maneuverability of performance evaluation. The content of mineral resources investigation project performance evaluation is relatively simple, the index system and evaluation method are relatively mature, and the theory and method of mineral resources investigation project performance evaluation can be basically popularized and used.
