中国电力监管有效性提高途径研究

【摘要】：近几印,受益于我国经济的高速增长,电力行业也取得了迅猛的发展,但是在这种高速发展的同时,也暴露出一些问题,电力行业业监管的绩效不能令人满意,这都影响到了社会、经济环境的可持续发展。目前,我国电力监管的主要问题是没有一个统一的监管框架,无法将行业竞争、生态保护、能源安全、社会公平等目标置于同一框架内,以提高监管有效性。以英国为代表的独立监管机构电力监管模式经过多年的发展,较为成熟,其监管的有效性也被其自身实践所证明,对我国下一步的电力监管改革有十分重要的借鉴意义。本文首先概述了电力监管及其有效性,又剖析了我国电力监管体制的发展历程、主要问题、制约因素,进而借鉴英国较为有效的独立监管机构模式,在此基础之上得出了如何构建中国特色相对独立的电力监管模式的几点途径建议。
[Abstract]:In recent years, thanks to the rapid economic growth of our country, the electric power industry has also made rapid development, but at the same time, it also exposed some problems, the performance of the supervision of the electric power industry is not satisfactory. All this has affected the sustainable development of the social and economic environment. At present, the main problem in China's electric power supervision is that there is no unified regulatory framework, which can not bring industry competition, ecological protection, and energy security. The objectives of social equity are put within the same framework to improve the effectiveness of supervision. The electricity regulatory model represented by the United Kingdom has been developed for many years, and its effectiveness has been proved by its own practice. This paper first summarizes the electric power supervision and its effectiveness, then analyzes the development course, the main problems, the restrictive factors of the electric power supervision system in our country. Then draw lessons from the more effective independent regulatory agency model in the United Kingdom, on the basis of this, we draw some suggestions on how to build a relatively independent electricity regulatory model with Chinese characteristics.
