水利水电工程移民经济可持续发展问题初探

【摘要】:近年来,随着时代的进步和形势的发展,我国新建的水利水电工程性水库已达到8.6万多座,移民现状人口近4千万人,移民问题不再仅仅是移民的搬迁安置问题,更重要的是如何解决移民搬迁安置后的贫困问题,真正实现移民搬迁安置后的生产生活水平超过原有水平,即移民经济的可持续发展问题,这也是目前我国水利水电工程建设中的难点问题和重大课题。移民经济可持续发展,是党和国家的一贯要求,是工程建设的难点和最大制约因素,是保障水利水电事业可持续发展的需要,是库区最不稳定的因素,是保障和改善民生的现实需要,也是建设工程性移民理论体系的现实需要。本文对移民经济可持续发展问题进行研究和探索,分析移民经济可持续发展的影响因素,,研究影响因素之间的关系,对可持续发展综合水平进行评价,有助于了解和掌握移民经济可持续发展的根本成因,有助于提出移民经济可持续发展的对策,为树立以人为本的可持续发展观,科学合理地设计移民安置规划,完善移民补偿政策,采取合理方式妥善安置移民提供决策参考和理论依据。 本文在借鉴系统工程理论、共生理论和可持续发展理论的基础上,通过分析水利水电工程移民经济现状,探索影响移民经济不可持续的因素,构建了移民经济共生系统,同时,在移民经济共生系统的基础上探索构建了评价移民经济可持续发展指标体系,研究了评价方法,结合贵州省水利水电工程移民经济发展实际,决定选用层次分析法和主成分分析法对移民经济可持续发展综合水平进行评价。最后,利用乌江流域构皮滩水电站瓮安县库区移民的经济可持续发展综合水平验证本文提出的评价方法。主要研究内容如下: (1)研究影响移民经济可持续发展的因素,并用共生理论分析各种因素之间的共生关系,从中发现和选取相应指标构建评价可持续发展综合水平的指标体系; (2)探讨评价移民经济共生系统可持续发展综合水平的方法; (3)通过实证研究验证移民经济共生系统可持续发展综合水平的评价方法,提出适用于水利水电工程移民经济可持续发展的对策。
[Abstract]:In recent years, with the progress of the times and the development of the situation, more than 86000 new water conservancy and hydropower engineering reservoirs have been built in our country, with a population of nearly 40 million people. What is more important is how to solve the problem of poverty after migration and resettlement, so as to truly realize that the standard of production and living after resettlement exceeds the original level, that is, the sustainable development of the immigrant economy. This is also a difficult problem and a major issue in the construction of water conservancy and hydropower projects in our country. The sustainable development of the resettlement economy is the consistent requirement of the Party and the state, and it is the difficulty and the biggest constraint factor in the construction of the project. It is the need to ensure the sustainable development of the water conservancy and hydropower industry, the most unstable factor in the reservoir area, and the practical need to safeguard and improve the people's livelihood. It is also the practical need to construct the engineering resettlement theory system. This paper studies and explores the sustainable development of the immigrant economy, analyzes the influencing factors of the sustainable development of the immigrant economy, and studies the relationship between the influencing factors. The evaluation of the comprehensive level of sustainable development is helpful to understand and grasp the fundamental causes of sustainable development of immigrant economy, to put forward countermeasures for sustainable development of immigrant economy, and to establish a people-oriented view of sustainable development. Scientific and reasonable design of resettlement plan, improvement of immigration compensation policy, reasonable way to properly resettle immigrants to provide decision-making reference and theoretical basis. On the basis of system engineering theory, symbiotic theory and sustainable development theory, this paper analyzes the present situation of water conservancy and hydropower project migration economy, explores the factors that affect the immigrant economy, and constructs the migration economic symbiotic system, which is based on the theory of system engineering, symbiosis theory and sustainable development theory. At the same time, on the basis of the economic symbiosis system of immigrants, the index system of evaluating the sustainable development of immigrant economy is established, the evaluation method is studied, and the reality of economic development of water conservancy and hydropower projects in Guizhou Province is combined. It is decided to use AHP and PCA to evaluate the comprehensive level of sustainable development of immigrant economy. Finally, The comprehensive level of economic sustainable development of migrants in Weng'an reservoir area of Goupitan Hydropower Station in Wujiang River Basin is used to verify the evaluation method proposed in this paper. The main research contents are as follows:. 1) studying the factors that affect the sustainable development of immigrant economy, and analyzing the symbiotic relationship among various factors by using symbiotic theory, and finding out and selecting the corresponding indicators to construct the index system to evaluate the comprehensive level of sustainable development; (2) to explore the method of evaluating the comprehensive level of sustainable development of economic symbiotic system of immigrants; 3) the evaluation method of the sustainable development level of the migration economic symbiosis system is verified through the empirical research, and the countermeasures suitable for the sustainable development of the migration economy of the water conservancy and hydropower projects are put forward.
