高端装备制造业企业低碳技术创新体系构建及能力评价研究

【摘要】:根据《高端装备制造业“十二五”发展规划》指出,加大力度发展高端装备制造业是提升我国产业核心竞争力的必然要求,是抢占未来经济和科技发展制高点的战略选择,对于加快转变经济发展方式、实现由制造业大国向强国转变具有重要战略意义。与此同时,低碳经济的到来对高端装备制造业企业的发展提出了更加严峻的考验,目前,德国、美国、日本等装备制造业强国,都致力于生产技术含量高、附加值高的装备制造产品,更加注重低碳设计和低碳制造,以取得在高端装备制造产业的垄断地位。而以韩国等为代表的新兴国家,也致力于低碳技术的发展,以调整原有的产业结构,以适应低碳国际形势。目前我国高端装备制造业低碳技术水平还比较落后,所以,尽快提高我国高端装备制造业企业的低碳技术创新能力,对于培育高端装备制造业企业的核心竞争力,提高我国装备制造业的整体水平,实现装备制造业产业的低碳崛起具有十分重要的意义。 本文通过对国内外研究成果的分析,阐述了高端装备制造业低碳技术创新的含义和特征。对国内外高端装备制造业企业的低碳技术创新能力现状进行分析,在借鉴国内外相关研究的基础上,梳理总结了影响我国高端装备制造业企业低碳技术创新的影响要素,,并建立ISM模型,在此基础上构建了我国高端装备制造业企业低碳技术创新体系。该体系主要由三部分组成:核心体系—企业、支撑体系和保障体系。继而构建了高端装备制造业企业低碳技术创新能力评价指标体系和能力评价模型,选取有代表性的企业进行实证分析。最后从法律政策和人才队伍建设两方面对提高我国高端装备制造业企业低碳技术创新能力给出合理的建议。
[Abstract]:According to the "12th Five-Year Plan" for the high-end equipment manufacturing industry, it is pointed out that increasing efforts to develop the high-end equipment manufacturing industry is an inevitable requirement for promoting the core competitiveness of our industry, and a strategic choice for seizing the commanding heights of future economic and technological development.It is of great strategic significance to accelerate the transformation of economic development mode and realize the transformation from a large manufacturing country to a powerful country.At the same time, the arrival of a low-carbon economy has put forward a more severe test for the development of high-end equipment manufacturing enterprises. At present, Germany, the United States, Japan and other powerful equipment manufacturing countries are all committed to high production technology.High value-added equipment manufacturing products, pay more attention to low carbon design and low carbon manufacturing, in order to achieve a monopoly in the high-end equipment manufacturing industry.The emerging countries, such as South Korea, are also committed to the development of low-carbon technology in order to adjust the original industrial structure to adapt to the low-carbon international situation.At present, the low carbon technology level of China's high-end equipment manufacturing industry is still relatively backward. Therefore, to improve the low carbon technological innovation capability of our high-end equipment manufacturing enterprises as soon as possible is to foster the core competitiveness of high-end equipment manufacturing enterprises.It is of great significance to improve the whole level of equipment manufacturing industry and realize the low carbon rise of equipment manufacturing industry.Based on the analysis of domestic and foreign research results, this paper expounds the meaning and characteristics of low carbon technology innovation in high-end equipment manufacturing industry.This paper analyzes the present situation of low carbon technology innovation ability of high-end equipment manufacturing enterprises at home and abroad, and summarizes the influencing factors of low carbon technology innovation of high-end equipment manufacturing enterprises in China on the basis of relevant research at home and abroad.On the basis of ISM model, the low carbon technology innovation system of high-end equipment manufacturing enterprises in China is constructed.The system consists of three parts: core system-enterprise, support system and guarantee system.Then, the evaluation index system and capability evaluation model of low-carbon technology innovation ability of high-end equipment manufacturing enterprises are constructed, and representative enterprises are selected for empirical analysis.Finally, it gives some reasonable suggestions on how to improve the ability of low-carbon technology innovation of high-end equipment manufacturing enterprises in China from the aspects of law and policy and the construction of qualified personnel.
