黑龙江绿色食品标准化基地建设研究

【摘要】:绿色食品是无污染的安全、优质、营养类食品,符合社会发展需要和人类生活需求。发展绿色食品能够促进生态环保、提高农产品质量、保障人们的身体健康、提高农业综合效益。黑龙江省作为全国农业大省,20世纪90年代初开展绿色食品的开发与建设工作,经过多年的发展,已成为全国绿色食品发展较快的地区,绿色食品产业已成为黑龙江省的一个支柱产业。2004年,为适应绿色食品产业不断发展壮大的需要,黑龙江省在全国率先开展了绿色食品原料标准化生产基地(以下简称标准化基地)创建工作,绿色食品产业的不断发展为标准化基地建设创造了条件,反之,标准化基地又促进了绿色食品产业的发展。经过近多年的探索和实践,标准化基地建设取得了显著成效,不仅成为全国最大的标准化生产基地,而且成为黑龙江省又一大形象品牌,在确保农产品质量安全、提升农产品竞争力、推进现代农业建设、转变生产方式、改善农业生态环境、增加企业和农户收入和促进区域经济社会发展等方面发挥了不可替代的作用。本文以黑龙江省绿色食品标准化基地作为研究对象,全面阐释了标准化基地创建的内涵,系统总结了各地标准化基地建设的成功模式,为黑龙江省及各级政府制定绿色食品产业的有关政策和做出正确决策提供科学依据和可操作性对策,具有着重要的理论与实践意义。 研究设定了主题研究和实证模式研究的框架,以有机农业理论、生态农业理论、可持续发展理论和农业产业化理论作为绿色食品标准化基地的理论研究基础。从黑龙江省绿色食品发展的实际出发,研究了黑龙江省绿色食品标准化基地的创建背景,概括了黑龙江省绿色食品标准化基地的发展历程,并对其发展现状进行了系统分析。 研究深刻完整地分析了黑龙江绿色食品标准化基地建设的优势,面临的问题。黑龙江绿色食品标准化基地建设具有生态、资源、产业、队伍和政策方面的优势,与其他类型的农业基地比较,具有组织管理完善、产品标准高、行业标准贯彻始终、质量追溯和覆盖区域广泛的优势,但也面临政策扶持、人员素质、完善制度、创新机制、培育企业和加大宣传等方面的困难。本文构建了三种绿色食品标准化基地建设模型:政府主导型、企业领办型和农垦外向型。 通过系统地分析和研究,提出了今后黑龙江省绿色食品标准化基地建设的目标,进一步探索加快黑龙江省绿色食品标准化基地发展的有效途径和方式。提出黑龙江省绿色食品的发展要以促进农民增收、企业增利为目标,明确了标准化基地建设的重点以及保障措施。
[Abstract]:Green food is a safe, high-quality and nutritious food, which meets the needs of social development and human life.The development of green food can promote ecological environmental protection, improve the quality of agricultural products, ensure people's health and improve the comprehensive benefits of agriculture.Heilongjiang Province, as a big agricultural province in the whole country, developed and constructed green food in the early 1990s. After years of development, Heilongjiang Province has become a fast developing area of green food in China.The green food industry has become a pillar industry in Heilongjiang Province. In 2004, in order to meet the needs of the continuous development of the green food industry,Heilongjiang Province has pioneered the establishment of a standardized production base for green food raw materials (hereinafter referred to as the standardization base). The continuous development of the green food industry has created conditions for the construction of the standardized base.Standardization base also promoted the development of green food industry.After nearly years of exploration and practice, the construction of the standardization base has achieved remarkable results. It has not only become the largest standardized production base in the country, but also become another major image brand in Heilongjiang Province, ensuring the quality and safety of agricultural products.It has played an irreplaceable role in promoting the competitiveness of agricultural products, promoting the construction of modern agriculture, changing the mode of production, improving the agricultural ecological environment, increasing the income of enterprises and farmers, and promoting the development of regional economy and society.This paper takes Heilongjiang Province Green Food Standardization Base as the research object, comprehensively explains the connotation of the establishment of the Standardization Base, and systematically summarizes the successful models of the construction of the Standardization Base in various places.It is of great theoretical and practical significance to provide scientific basis and operational countermeasures for Heilongjiang Province and governments at all levels to formulate relevant policies and make correct decisions on green food industry.The research set up the framework of thematic research and empirical model research, taking organic agriculture theory, ecological agriculture theory, sustainable development theory and agricultural industrialization theory as the theoretical basis of the standardization base of green food.Based on the reality of the development of green food in Heilongjiang Province, this paper studies the background of the establishment of the standardization base of green food in Heilongjiang Province, summarizes the development course of the base, and makes a systematic analysis of the present situation of the base.The paper analyzes the advantages and problems of the construction of Heilongjiang Green Food Standardization Base.Heilongjiang Green Food Standardization Base Construction has the advantages of ecology, resources, industry, team and policy. Compared with other types of agricultural bases, it has perfect organization and management, high product standards, and the industry standards are consistently maintained.Quality traceability and wide coverage of regional advantages, but also facing policy support, personnel quality, improve the system, innovation mechanism, cultivate enterprises and increase publicity and other aspects of difficulties.In this paper, three kinds of green food standardization base construction models are constructed: government leading, enterprise leading and agricultural reclamation extroverted.Through systematic analysis and research, the paper puts forward the goal of the construction of the green food standardization base in Heilongjiang Province in the future, and further explores the effective ways and means to speed up the development of the green food standardization base in Heilongjiang Province.It is pointed out that the development of green food in Heilongjiang Province should aim at increasing farmers' income and increasing profits of enterprises, and make clear the key points of the construction of standardization base and the guarantee measures.
