海外油气勘探开发项目集成风险管理研究

【摘要】:自20世纪80年代以来,我国的国际石油经济合作经历了长足发展,原油进口量逐年增加。近三年来,我国大型石油企业油气合作对象国的范围从传统产油国逐步扩大到一些发达国家,海外油气产量实现跨越式增长。而海外油气勘探开发项目与国内类似项目相比,具有风险高、不确定因素多、投资回收期长等特点,因此,从系统论和全面风险管理理论对海外油气勘探开发项目进行集成风险管理研究是非常有必要的。 论文首先阐述海外油气勘探开发项目风险管理的特点,基于国内外工程项目风险识别研究的已有成果,系统分析并归纳海外油气勘探开发项目实施过程中的主要风险因素,同时对风险因素与项目组织、管理目标、管理流程之间的关系进行阐述,在此基础上,深入分析海外油气勘探开发项目集成风险管理的四个维度。其次,基于霍尔三维结构的系统工程方法论,将系统化、集成化的理念应用于海外油气勘探开发项目的风险管理活动中,尝试建立项目集成风险管理的结构框架,并以此为指导思想,完成集成风险管理多维体系的构建——时间维、组织维、逻辑维、知识维建立的多维项目集成风险管理体系(TCLK体系),其中时间维是集成风险管理的主线,知识维是风险管理的手段或方法,组织维与逻辑维是风险管理的主要内容,然后结合海外油气勘探开发项目的具体特点,,深入剖析TCLK体系中的四个维度。最后,以案例分析的形式对论文中提出的海外油气勘探开发项目集成风险管理理论与方法进行论证。 集成风险管理已然成为工程项目风险管理的发展趋势,通过构建多维项目集成风险管理体系——TCLK体系,在实证分析和误差允许的条件下,能够有效地降低因风险因素造成的项目损失。
[Abstract]:Since 1980s, the international petroleum economic cooperation in China has undergone considerable development, crude oil imports increased year by year. Over the past three years, China's large oil enterprises of oil and gas cooperation target range from the traditional oil producing countries gradually expand to some developed countries, overseas oil and gas production to achieve leapfrog growth. While the overseas oil and gas exploration and development the project compared with the domestic similar projects, with high risk, many uncertain factors, characteristics, long payback period and therefore, from the system theory and the comprehensive risk management theory of integrated risk management of projects of overseas oil and gas exploration and development is very necessary.
This paper first describes the characteristics of overseas oil and gas exploration and development project risk management, the research achievements of domestic and foreign engineering project risk identification based on system analysis and the main risks summarized overseas oil and gas exploration and development in the process of project implementation and the factors, risk factors and project organization, management objectives, elaborates the relationship management between processes, this on the basis of in-depth analysis of the four dimensions of overseas oil and gas exploration and development project integrated risk management. Secondly, the system engineering method based on the three-dimensional structure of Holzer theory, the concept of integrated system, applied to the project of overseas oil and gas exploration and development of the risk management activities, try to establish a framework for construction project risk management, and take this as the guiding ideology, to complete the construction of integrated risk management system -- multidimensional time dimension, organization dimension and logic dimension, multi dimension knowledge dimension established integrated wind project The risk management system (TCLK system), the time dimension is the main line of integrated risk management, knowledge dimension is the means or methods of risk management, organization dimension and logic dimension is the main content of risk management, and then combined with the specific characteristics of projects of overseas oil and gas exploration and development, in-depth analysis of the four dimensions of the TCLK system. Finally, in the form of case analysis of the overseas oil and gas exploration and development project integrated risk management theory and method.
Integrated risk management has become the trend of project risk management. By constructing multi-dimensional project integrated risk management system -- TCLK system, under the condition of empirical analysis and error tolerance, it can effectively reduce project losses caused by risk factors.
