胜利油田矿区管理与服务模式研究

【摘要】:胜利油田重组上市以来,矿区的管理与服务与油气主业分离,划入了非上市部分,在管理层面上,对其定位、作用和关注度曾一度被弱化或边缘化。同时,随着应油而兴城市的快速发展,油田的矿区管理与服务融入了很多城市社区的意义,油田广大员工群众高质量的物质和文化生活追求对矿区的管理与服务提出更高要求。 胜利油田矿区管理与服务伴随着油气勘探开发的全过程,先后经历了石油会战初期的被动式管理与服务模式、二级单位独自负责的分散式管理与服务模式、社区管理阶段的集中化管理与服务模式和社区和专业化公司共同管理的专业化管理与服务模式,计划经济体制下不同时期的矿区管理与服务模式适应了当时油田开发建设的需要。但长期受计划经营方式影响,目前的社区管理与服务中很大程度的存在着统得过死、多头管理、负担过重、资金短缺等诸多问题,影响了矿区管理与服务水平的进一步提升,也制约油田的进一步改革和发展。从产生问题的原因分析,既有制度层面的原因,也有观念方面的因素。本文在尊重油田矿区建设和发展历史的基础上,结合胜利油田提出“百年创新,,百年胜利”愿景目标,以及“打造世界一流,实现率先发展”的发展要求,发现并认识石油企业矿区建设特有的发展规律,借鉴其他石油企业的实践做法,提出了合作共建的管理与服务模式,并分别对加强顶层设计、加强制度建设、完善运行机制、落实费用保障、改善队伍结构、建设服务品牌等具体实现途径进行了阐述。
[Abstract]:Since the reorganization and listing of Shengli Oilfield, the management and service of the mining area have been separated from the main oil and gas industry, which has been classified into the non-listed part. At the management level, its orientation, role and attention have been weakened or marginalized.At the same time, with the rapid development of Xingcheng city in response to oil, the management and service of oilfield mining area is integrated into the meaning of many urban communities, and the high quality material and cultural life of the vast number of employees in the oilfield pursue higher requirements for the management and service of the mining area.With the whole process of oil and gas exploration and development, the management and service of Shengli Oilfield mining area has experienced the passive management and service mode in the early stage of petroleum battle, and the decentralized management and service mode in which the secondary units are responsible alone.The centralized management and service mode in the stage of community management and the specialized management and service mode in the joint management of the community and specialized companies;The mining area management and service mode in different periods under the planned economy system met the needs of oilfield development and construction at that time.However, under the influence of the planned operation mode for a long time, there are many problems in the current community management and service, such as excessive control, long management, excessive burden, shortage of funds, and so on, which have affected the further improvement of the management and service level of the mining area.It also restricts the further reform and development of oil fields.From the analysis of the causes of the problems, there are both institutional and conceptual factors.On the basis of respecting the history of oil field construction and development, combining with Shengli Oilfield, this paper puts forward the vision goal of "hundred years of innovation, hundred years of victory" and the development requirement of "building world first class and realizing the first development".This paper finds out and understands the special development law of mining area construction of petroleum enterprises, draws lessons from the practice of other oil enterprises, puts forward the management and service mode of cooperative construction, and strengthens the top-level design, strengthens the system construction, and perfects the operation mechanism, respectively.The implementation of cost protection, improving the structure of the team, building service brands and other specific ways to achieve the elaboration.
