H地区生产加工环节的食品质量安全控制研究

【摘要】:食品质量安全是保证人类生命健康、提高人类生活质量的基础,是经济社会和谐稳定发展的重要保障。近年来,随着我国经济的快速发展,我国食品产业得到了飞速发展,但食品质量安全事故频频发生,食品质量安全形势依然不容乐观,屡屡曝光的食品质量安全问题,不断刺激着社会大众的神经,也一次次挑战着政府的公信力。因而进行食品质量安全控制研究以减少食品质量安全事故十分重要。 本文以信息不对称理论、外部性理论和博弈论为基础,在分析当前H地区生产加工环节存在的食品质量安全问题基础上,就生产加工环节的食品质量安全控制进行了研究。 首先,本文在梳理食品质量安全问题发生机理的基础上,结合H地区生产加工领域食品监管工作实际情况,通过数据分析,对H地区生产加工环节存在的食品质量安全问题进行了分析,分别研究了企业、政府监管机构、外部环境等相关主体方面的原因。对企业来说,主要是利用鱼骨图从“人、机、料、法、环”五个方面对食品生产加工过程中食品质量安全问题的可能原因进行了分析;对政府监管机构来说,主要是从制度、技术、人员三方面对食品生产加工过程中食品质量安全问题的可能原因进行了分析;对外部环境来说,主要从消费者、新闻媒体等方面对食品生产加工过程中食品质量安全问题的可能原因进行了分析。 其次,本文结合前面的分析,从解决食品行业中的信息不对称现象入手,分别对企业、政府监管机构、社会等相关方提出了加强食品质量安全控制的建议。对企业来说,要增强质量意识,完善相关制度,积极应用先进的技术及质量管理方法,增强企业的质量保障能力;对政府监管机构来说,要对制度、技术和人员进行完善以对食品质量安全进行有效的监管;对社会相关方来说,要充分发挥舆论导向和监督作用,为政府监管机构对食品的监管形成有效的补充。
[Abstract]:Food quality and safety is the basis to ensure the health of human life and to improve the quality of human life. It is also an important guarantee for the harmonious and stable development of economy and society. In recent years, with the rapid development of China's economy, the food industry has been rapidly developed, but food quality and safety accidents occur frequently, food quality and safety situation is still not optimistic, repeatedly exposed food quality and safety problems. Incessantly stimulate the nerves of the public, but also challenge the credibility of the government again and again. Therefore, it is very important to study food quality and safety control to reduce food quality and safety accidents. On the basis of information asymmetry theory, externality theory and game theory, based on the analysis of food quality and safety problems existing in production and processing links in H area, the food quality safety control in production and processing links is studied in this paper. First of all, on the basis of combing the mechanism of food quality and safety problems, combining with the actual situation of food supervision in the field of production and processing in H area, through data analysis, The problems of food quality and safety in production and processing links in H area were analyzed, and the reasons of enterprises, government supervision agencies, external environment and other related subjects were studied respectively. For enterprises, the possible causes of food quality and safety problems in the process of food production and processing are mainly analyzed from the five aspects of "people, machines, materials, methods, and rings" by using fish bone maps; for government regulatory bodies, it is mainly from the system. The possible causes of food quality and safety problems in the course of food production and processing were analyzed from three aspects of technology and personnel. For the external environment, mainly from the perspective of consumers, This paper analyzes the possible causes of food quality and safety problems in the process of food production and processing. Secondly, this paper combines the previous analysis, from the solution of information asymmetry in the food industry, respectively to enterprises, government regulatory agencies, society and other related parties to strengthen food quality and safety control recommendations. For enterprises, it is necessary to enhance quality awareness, improve relevant systems, actively apply advanced technology and quality management methods, and enhance the quality assurance capability of enterprises. Technology and personnel to improve the quality and safety of food for effective supervision; for the social parties concerned, we should give full play to the role of public opinion guidance and supervision, for the government supervision of food to form an effective supplement.
