基于PDCA的电厂基建生产一体化质量管理体系研究

【摘要】:近几年电厂基建项目增多,五大电厂公司的装机容量与日俱增,电厂设备供不应求,加上基建工期缩短,导致设备出厂质量及安装、调试质量受到影响,难以保证新机组投产后长期安全稳定运行。在此基础上,,本文提出了基建生产一体化管理理念和模式并进行了实证研究。 本文在分析基建生产一体化的国内外研究动态的基础上,引入质量管理理论,对PDCA循环理论进行重要阐述,列明其主要方法。同时,阐述电厂实行基建生产一体化管理模式的主要背景,在详细分析电厂基建工程项目质量的构成及其特点的基础上,对一体化与基建、生产分开管理模式相比能够获得的主要优势进行分析,以此表明电厂实行基建生产一体化一体化管理模式的重要意义。 在相关理论基础上,阐述电厂基建生产一体化管理体系设计的基本原则,并在构建其管理平台的基础上,对企业文化、人力资源、财务运营、物流控制、战略计划、技术信息6个主要模块进行分别解析,以此构建电厂基建生产一体化基本体系。对电厂工程项目质量的形成及影响因素进行重点分析,阐明电厂项目质量的独特性。之后,以PDCA循环为为导线,提出在计划、实施、检查、总结4个阶段的方式方法,在此基础上构建电厂基建生产一体化质量管理指标体系。并以国华沧东电厂为案例,对提出的基建生产一体化管理体系的实施过程和有效性进行了实证研究。同时运用模糊评价方法进行综合模糊评价,以此验证国华沧电的一体化效果。研究表明,加强基建生产一体化对于推进基建与生产管理体系无缝链接,提高企业生产质量和管理水平具有重要应用价值和实践意义。
[Abstract]:In recent years, the number of power plant infrastructure projects has increased, the installed capacity of the five major power plant companies has been increasing with each passing day, the supply of power plant equipment has outstripped demand, and the construction period has been shortened, which has resulted in the quality of equipment leaving the plant and installation, and the quality of commissioning has been affected. It is difficult to ensure long-term safe and stable operation after the new unit is put into production. On this basis, this paper puts forward the idea and mode of integrated management of capital construction and production, and carries on the empirical research. On the basis of analyzing the domestic and foreign research trends of the integration of capital construction and production, this paper introduces the theory of quality management, expounds the theory of PDCA cycle, and lists its main methods. At the same time, the paper expounds the main background of implementing the integrated management mode of capital construction and production in power plant, on the basis of the detailed analysis of the composition and characteristics of the quality of power plant capital construction project, the integration and capital construction are discussed. The main advantages that can be obtained compared with the production separation management model are analyzed, which indicates the importance of the integrated management mode of construction construction and production in power plants. On the basis of relevant theories, this paper expounds the basic principles of integrated management system design of power plant capital construction and production, and on the basis of constructing its management platform, on the basis of corporate culture, human resources, financial operation, logistics control, strategic planning, The six main modules of technical information are analyzed separately to construct the integrated basic system of power plant capital construction and production. The forming and influencing factors of power plant project quality are analyzed emphatically, and the uniqueness of power plant project quality is clarified. Then, taking the PDCA cycle as the lead, the paper puts forward the methods of planning, implementing, checking and summing up the four stages. On this basis, the integrated quality management index system of power plant capital construction production is constructed. Taking the case of Guohua Cangdong Power Plant as an example, this paper makes an empirical study on the implementation process and effectiveness of the proposed integrated management system of capital construction and production. At the same time, the fuzzy evaluation method is used to verify the integrated effect of Guohua Cang Power. The research shows that strengthening the integration of capital construction and production has important application value and practical significance for promoting seamless link between capital construction and production management system and improving production quality and management level of enterprises.
