长沙市新型工业化政策研究

【摘要】:2002年,党的十六大作出了推进新型工业化的重大部署,全国各地对新型工业化进行了深入探索和实践。新型工业化不同于传统工业化,要求以信息化带动工业化、以工业化促进信息化,做到科技含量高、经济效益好、资源消耗低、环境污染少、人力资源优势得到充分发挥。就政府而言,其政策制定是不是与新型工业化的要求相适应,很大程度上会影响到新型工业化的效果。长沙作为省会城市和湖南发展的核心增长极,虽然在新型工业化进程中取得了总量扩大、园区拓展、企业做强等明显成效,但也显露出结构不优、创新不足、后劲乏力等深层次和阶段性问题,而这些都与政策的制定、实施息息相关。如何通过优化和完善政策配套,更加科学高效地推进新型工业化,是长沙市面临的一个重要而迫切的课题。因此,研究长沙市新型工业化政策,具有很强的现实意义。 本文以长沙市新型工业化政策为研究对象,以工业化发展阶段理论、发展战略理论、发展政策理论为支撑,对长沙市新型工业化政策实施情况进行了定性与定量分析,从成效和问题两方面评价了实施效果,并分析了存在的问题的原因。问题主要是集约程度、产业结构、自主创新、资源能源节约、可持续发展等方面政策引导不力,其原因是政策制定理念相对滞后、政策体系缺乏相应的产业布局规划支撑、政策实施的着力点存在偏差、政策未能及时有效调整。基于以上分析,借鉴美国、日本、韩国、新加坡四国工业化对科技创新、平台建设、环境优化、生态保护等方面的政策引导经验,重点就完善集约化程度提升、向产业链高端发展、自主创新、构建两型生产方式、促进可持续发展五个方面的政策体系,,提出了相应的建议,以期为长沙市提升新型工业化水平提供一定意义的政策参考。
[Abstract]:In 2002, the 16th National Congress of the Communist Party of China made a great plan to promote the new industrialization, and all over the country carried on the thorough exploration and the practice to the new type industrialization. The new-type industrialization is different from the traditional industrialization, which requires the industrialization to be driven by information and to promote the informationization by industrialization, so as to achieve high scientific and technological content, good economic benefits, low consumption of resources, less environmental pollution and full play of the advantages of human resources. As far as the government is concerned, whether its policy making meets the requirements of new industrialization will affect the effect of new industrialization to a great extent. Changsha, as the core growth pole in the development of provincial capital and Hunan, has achieved remarkable results in the process of new industrialization, such as the expansion of total amount, the expansion of parks, the strengthening of enterprises, etc., but it also shows that the structure is not excellent and the innovation is insufficient. Lack of stamina and other deep-seated and phased issues, and these are closely related to the formulation of policies, implementation. How to optimize and perfect the policy to promote the new industrialization more scientifically and efficiently is an important and urgent task facing Changsha. Therefore, it is of great practical significance to study Changsha's new industrialization policy. This paper takes Changsha's new-type industrialization policy as the research object, takes the industrialization development stage theory, the development strategy theory and the development policy theory as the support, has carried on the qualitative and the quantitative analysis to the Changsha new-type industrialization policy implementation situation. This paper evaluates the effect of implementation from the aspects of effectiveness and problem, and analyzes the causes of the existing problems. The main problems are the weak policy guidance in the aspects of intensive degree, industrial structure, independent innovation, resource and energy conservation, sustainable development, etc. The reasons are that the concept of policy making is relatively lagging behind, and the policy system lacks the corresponding industrial layout planning support. There is a deviation in the implementation of the policy, and the policy can not be adjusted in time and effectively. Based on the above analysis, drawing lessons from the experience of the four industrialized countries, such as the United States, Japan, South Korea and Singapore, in the fields of scientific and technological innovation, platform construction, environmental optimization, ecological protection, and so on, we should focus on improving the degree of intensification. In order to promote the level of new industrialization in Changsha City, the policy system of five aspects, namely, to develop the industrial chain high-end, to innovate independently, to construct the two-type production mode and to promote the sustainable development, is put forward in order to provide a meaningful policy reference for Changsha City to promote the level of new-type industrialization.
