晨曦供电公司绩效管理体系构建研究

【摘要】:宏观背景下,如何解决好以下三个突出矛盾是供电企业面临的挑战:一是供电量的持续高速增长与电网安全稳定运行之间的矛盾;二是增加电网建设投入与利润持续增长之间的矛盾;三是公司战略目标的相对稳定与员工个体目标的多样化之间的矛盾。以全员绩效核心的绩效管理体系的应用,为系统性解决三个矛盾提供了有效的解决方案。本文通过在阅读中外文献的基础上,通过分析晨曦供电公司绩效管理的现状,指出了目前绩效管理体系存在的不足。并据此提出,建立全员绩效管理体系,以保证公司战略各维度的全面覆盖。本文中构建的全员绩效体系的逐层细化实现了战略目标的层层分解和压力的逐级传递;全员绩效体系的实际应用将促进各管理层级的业绩提升;沟通理念通过绩效管理委员会、绩效经理人、绩效结果主辅评价及绩效回顾分析例会制度将得以有效实现。全员绩效体系会使供电企业把握机遇、应对挑战的能力大为提高,管理水平与整体绩效大幅提升;持续改进理念不断强化,绩效管理体系日渐完善,并已逐步成为促进公司科学发展的又一有力工具。
[Abstract]:Under the macro background, how to solve the following three outstanding contradictions is the challenge facing the power supply enterprises: first, the contradiction between the sustained and high-speed growth of the power supply and the safe and stable operation of the power grid; The second is the contradiction between increasing the investment in power grid construction and the continuous growth of profit, and the third is the contradiction between the relative stability of the company's strategic objectives and the diversification of individual employees' goals. The application of the performance management system, which is the core of staff performance, provides an effective solution for solving the three contradictions systematically. On the basis of reading Chinese and foreign literatures and analyzing the current situation of performance management in Dawn Power supply Company, this paper points out the shortcomings of the current performance management system. Based on this, it is proposed to establish a full-staff performance management system to ensure the overall coverage of all dimensions of company strategy. In this paper, the overall performance system layer by layer refinement to achieve the strategic objectives layer by layer decomposition and pressure transfer; the actual application of the full staff performance system will promote the performance of all management levels, communication ideas through the performance management committee, Performance managers, performance results evaluation and performance review and analysis of the regular meeting system will be effective. The full staff performance system will make the power supply enterprise grasp the opportunity, the ability to deal with the challenge will be greatly improved, the management level and the overall performance will be greatly improved; the concept of continuous improvement will be continuously strengthened, and the performance management system will be improved day by day. And has gradually become a powerful tool to promote the scientific development of the company.
