基于ISM-FuzzyAHP的核电建设项目费用控制研究

【摘要】:随着世界经济的高速发展,能源已经成为推动社会进步的核心力量,作为替代即将枯竭的传统能源的新能源中的杰出代表,核电必将在21世纪得到进一步的快速发展。费用是核电建设项目中最为重要的因素之一,其控制的好坏将会对项目的整体进展以及质量、进度、安全、环境等目标的达成产生巨大的影响。 本文在阅读和分析ISM和Fuzzy-AHP相关理论及研究成果的基础上,结合核电建设项目费用管理的实际情况,为实现核电费用精确化和信息化管理的要求,提出了以ISM和Fuzzy-AHP为技术手段构建核电建设项目费用管理信息系统模型的解决方案。首先,通过文献调研,系统选取了符合核电建设项目实际情况的若干费用指标,并构建了核电建设项目费用指标体系,又对核电建设项目费用管理生命周期进行了重新划分和定义,设计了费用管理的WBS图和管理流程,从而建立了核电建设项目费用控制管理体系;其次,在此基础上,结合以往的研究成果,筛选出若干对核电费用控制起到重要影响作用的因素,并将其按照核电建设过程进行归类;再次,运用基于驱动力和依赖性的ISM算法对这些影响因素进行层次划分,明确其在费用控制中属于的重要性层次和层次相互之间的影响关系,并进一步建立了影响因素的驱动力和依赖性分布图,对各个因素的内涵和自身属性进行了深入挖掘和分析;最后采用基于隶属度计算的Fuzzy-AHP方法对每一层次内的影响因素的相对重要性进行了评价,并通过隶属度计算给出了它们的单项因素评分和各个层次的费用控制重要性综合评分,从而定量的表示了其重要性,初步建立了一个核电建设项目费用控制信息系统模型,为之后信息系统的实现奠定了基础。 本文为核电建设项目费用控制精确高效的进行提供了一个基于ISM-FuzzyAHP方法的清晰可行的解决方案,以期能够为核电建设项目管理者进行费用控制提供帮助;在理论上,对核电建设项目费用控制的继续深入研究具有一定的参考价值。
[Abstract]:With the rapid development of the world economy, energy has become the core force to promote social progress. As an outstanding representative of the new energy which will replace the exhausted traditional energy, nuclear power will be further developed rapidly in the 21st century. The cost is one of the most important factors in the nuclear power construction project, and the quality, progress, safety, environment and other objectives of the project will be greatly affected by its control. On the basis of reading and analyzing the relevant theories and research results of ISM and Fuzzy-AHP, combined with the actual situation of nuclear power construction project cost management, in order to realize the requirement of accurate and information management of nuclear power cost, Based on ISM and Fuzzy-AHP, this paper puts forward a solution to construct the cost management information system model of nuclear power construction project. First of all, through the literature investigation, selected several cost indexes which accord with the actual situation of the nuclear power construction project, and constructed the nuclear power construction project expense index system. The life cycle of cost management of nuclear power construction project is reclassified and defined, and the WBS diagram and management process of cost management are designed, thus the cost control management system of nuclear power construction project is established. Secondly, on the basis of this, Combined with previous research results, selected out a number of factors that play an important role in nuclear power cost control, and classified them according to the process of nuclear power construction. The ISM algorithm based on driving force and dependency is used to divide these influencing factors into different levels, and the relationship between the importance levels and the different levels in cost control is clarified. Furthermore, the driving force and dependence distribution map of the influencing factors are established, and the connotations and attributes of each factor are deeply excavated and analyzed. Finally, Fuzzy-AHP method based on membership calculation is used to evaluate the relative importance of influencing factors in each level, and their single factor score and cost control importance comprehensive score are given through membership degree calculation. Thus the importance of nuclear power construction project cost control information system model is established, which lays a foundation for the later realization of information system. This paper provides a clear and feasible solution based on ISM-FuzzyAHP method for the accurate and efficient cost control of nuclear power construction project, in order to provide help for the nuclear power construction project manager to carry out the cost control. The further study on the cost control of nuclear power construction project has certain reference value.
