湖南燃气公司风险管理体系改进研究

【摘要】:在当今复杂的经济环境中,企业不可避免地要面对各种各样的风险,风险无处不在,风险与企业生存发展如影随形,经营企业就是经营风险。国内经济的快速发展推动了能源需求量的提升,湖南燃气公司顺应了湖南省天然气行业的快速发展,快速成长为一家拥有20亿资产的中外合资企业,但随着能源分销行业的不断发展,湖南燃气公司面临着诸多不确定性,管理层意识到需要不断强化内部管理有效应对内外部环境所带来的挑战,从而保障企业持续、健康、稳定发展,湖南燃气公司借鉴国内外风险管理理论与实践,开发出具有湖南燃气公司特色的主动风险管理模型,并藉此模型作为载体在内部开始构建风险管理体系,但在风险管理体系搭建过程中存在一定缺陷。 为帮助湖南燃气公司解决现有风险管理体系存在的问题与不足,笔者运用实证分析与文献研究相结合的研究方式,提出了湖南燃气公司风险管理体系的完善对策,即围绕湖南燃气公司风险管理体系建设的现状、存在的四方面的核心问题,结合理论和实践研究的成果,就如何完善湖南燃气公司风险管理体系提出建议,具体建议从风险管理组织完善、定位明确、职责梳理、风险管理模型优化、相应的风险管理配套工具开发等方面进行完善,提出了战略风险防范、业务风险控制及危机事件应对三大层次分层分类开展风险管理,风险管理体系与现有管理体系有效融合等建议,以完善湖南燃气公司风险管理体系,并以具体重点风险描述和应对的实证分析方式,对风险分层、分类管理的理念进行了示例性阐述。最后,笔者帮助企业明确了优化后的风险管理体系落地的保障措施,并对未来的实施效果进行预计,期待通过体系的优化,实现湖南燃气公司全方位的风险管理,为企业健康持续稳定发展保驾护航。 在文章的最后,笔者提出了本文的研究结论,即企业风险管理理论的产生与发展顺应了企业管理需求,风险管理体系的建立要因企制宜,并且要对风险进行多层面分类管理,,同时,要注重与企业现有管理体系的有效融合,只有如此,企业风险管理才能更加全面、更加有效地建立起来,才能帮助企业成功应对多重危机,才能真正走向成熟、成功。
[Abstract]:In today's complex economic environment, enterprises inevitably have to face a variety of risks, the risk is everywhere, risk and enterprise survival and development, business risk is business risk. The rapid development of the domestic economy has promoted the promotion of energy demand. Hunan Gas Company has complied with the rapid development of the natural gas industry in Hunan Province, and has rapidly grown into a Sino-foreign joint venture with 2 billion assets. However, with the continuous development of the energy distribution industry, Hunan Gas Company is faced with many uncertainties. The management is aware of the need to constantly strengthen internal management to effectively deal with the challenges brought by the internal and external environment, so as to ensure the sustainability and health of the enterprise. With the steady development, Hunan Gas Company has developed an active risk management model with the characteristics of Hunan Gas Company based on the theory and practice of risk management at home and abroad. However, there are some defects in the process of setting up the risk management system. In order to help Hunan Gas Company solve the problems and shortcomings of the existing risk management system, the author puts forward the countermeasures to perfect the risk management system of Hunan Gas Company by combining the empirical analysis with the literature research. That is, according to the present situation of Hunan Gas Company's risk management system, the existing four core problems, combined with the results of theoretical and practical research, this paper puts forward some suggestions on how to perfect the risk management system of Hunan Gas Company. Specific suggestions are made to perfect the risk management organization, clear positioning, responsibility combing, optimization of risk management model, development of corresponding risk management tools, and so on, and strategic risk prevention is put forward. In order to perfect the risk management system of Hunan Gas Company, the business risk control and crisis events should be classified into three levels to carry out risk management, and the risk management system should be effectively integrated with the existing management system. In this paper, the concept of risk stratification and classified management is illustrated by the empirical analysis of key risk description and response. Finally, the author helps the enterprise to make clear the safeguard measures of the optimized risk management system, and predicts the effect of the implementation in the future, expecting to realize the comprehensive risk management of Hunan Gas Company through the optimization of the system. For the healthy and stable development of enterprises to protect. At the end of the article, the author puts forward the research conclusion of this paper, that is, the emergence and development of enterprise risk management theory conform to the demand of enterprise management, the establishment of risk management system should be adapted to the situation of enterprises, and risk should be managed in different levels. At the same time, we should pay attention to the effective integration with the existing enterprise management system, only in this way, the enterprise risk management can be more comprehensive, more effective set up, can help the enterprise successfully deal with multiple crises, can really move towards maturity and success.
